Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine, Duration: 2011-14; Budget: €6 million Project Purpose: To develop partner countries’ civil protection capacities for prevention, preparedness and response To bring partner countries progressively closer to the EU Civil Protection Mechanism Together against disasters

EXPECTED RESULTS • Better knowledge of risk exposure and available resources • Strengthened prevention mechanisms at local, national and regional level • Improved capacity for a coordinated, effective and efficient disaster response • Improved information and awareness of populations regarding risk exposure, prevention and response • Improved coordination with the Eastern ENPI civil protection Authorities and the EU Civil Protection Mechanism - MIC

ACTIONS / OUTCOMES • A) Development of Risk Assessment Strategy & Electronic Regional Risk Atlas (ERRA) • B) Civil Protection/Disaster Management Capacity Building Programme • C) Institutional & Regulatory Strengthening • D) Raising Awareness on Civil Protection, Disaster Management, and Disaster Risk Reduction Issues

ACTIONS / OUTCOMES • Risk assessment methodology / Electronic Regional Risk Atlas (ERRA) • Working Groups - Country Coordinators and National Advisory Groups • Risk Assessment Policy/Strategy • Review of Existing Management Information/GIS Systems • Analysis of Existing Maps and Data used for Hazard and Risk Assessment Policies and Strategies • Analysis of Technological Possibilities for the Conceptual Design of the ERRA • Design of the ERRA. PPRD EAST II – EUR 5,5 million • Expected results: • The Electronic Regional Risk Atlas • Improved Knowledge base on disaster risks • Extension of the European monitoring tools and early warning systems (e.g. EFAS/European Flood Alert System) • Development of Regional and National Action Plans • Improvement of institutional & legislative framework based on the recommendations from PPRD East Phase I

PPRD EAST II • Preparations for approximation towards the EU acquis and best practices related to disaster management (e.g. EU Floods Directive, Seveso-industrial accidents, EU Civil Protection policies) • Improved information, awareness and participation of stakeholders regarding disaster prevention, preparedness and response. • Implementation of the requirements of the Hyogo Framework for Action Agreement and post 2015 Hyogo Framework. • Incorporation of climate change adaptation (CCA) and disaster risk reduction (DRR) into national public investment and development planning system
