Legislative Mandate Section 3A Public Entity Measurement Units and Measurement Standards Act, No 18 of 2006 (The Measurement Act) To provide for the use of measurement units of the International System of Units (SI) and certain other measurement units To provide South African industry, environmental, health and safety sectors with fit-for-purpose measurement standards and measurements. This is achieved by keeping and maintaining the national measurement standards and units to an acceptable international standard and by disseminating traceability to the South African industry
The NMISA’s role in the South African Technical Infrastructure Quality Infrastructure Required for Trade, EHS, Healthcare and Law enforcement
Summarised Role of the NMISA • Keep and Maintain the National Measurement Standards • Links the National (and Regional) measurement System to the International System. • Conduct Research for Development of Measurement Standards • Provide Training for Testing, calibration, measurement in research, etc. • Provide link to international measurement system for SADC and sub-Saharan Africa; • Support SMME development by providing measurement interventions
International and Regional Environment NMISA plays a leading role in the development of metrology infrastructure in Africa, especially in support of South Africa’s immediate neighbours in SADC. A sound measurement structure is critical to the successful implementation of regional free trade agreements and elimination of TBTs NMISA plays a key role in the establishment of measurement traceability and the international equivalence there-of, sitting at the interface between the national and international systems. The expanding global trade and pressure to eliminate technical barriers to trade (TBTs) creates a constant demand for greater accountability and demonstrated competence in NMIs
Metrology Strategy to meet the Needs of SA Implemented at 2 distinct levels;
Research and Development Methodology The Technical Divisions have varying ratios of basic Maintenance of NMS and R&D activities; with Physical metrology the largest % of time spent on Maintenance and Chemistry and RTD the largest % of time spent on R&D Physical Ionising radiation % Research and Development Electricity and Magnetism Chemistry RTD Research Outcomes
