Two Truths & a Lie 1. Citizen Corp Councils should plan to identify, prepare and assist disabled persons, non-English speaking & low-income in disaster situations 2. Emergency Managers are solely responsible to meet the needs of disabled persons during a disaster 3. Funds were available for Citizen Corp Councils to develop organized methods of managing volunteers in the community and partner with other groups
