  3. Management plan for State owned waters • Abbreviation is BPRW. Stems from the Water Act. Concept was presented for vision and public participation early 2009. There are 87 responses from various stakeholders submitted -> BPRW alive! • Provides an overview of the sphere into the “wet environment” to the external parties (area, features) • Defines the role of RWS as managing organization: • What will we do? What we don’t • Which assessment frameworks do we use • Contains (main features) of the “wet production” for the next 6 years • Gives a glimpse into the medium term (development) • Provides an insight into how RWS works BPRW 2010 - 2015

Management vision BPRW • RWS works on robust system with space for new developments • (for example consequences of climate changes) • BPRW introduces and works on three function groups • Basic Functions: Safety, sufficient water, Clean & healthy water • Main waterway network for shipping is an independent "inset network” • Main Water network has many different user functions, for new user functions : the "Yes, if ..." approach is used. • Management Philosophy: If basic features are in order, there is space for optimal navigation and other user functions!   20. Feasibility BPRW • Described basic level is covered (Service Level Agreement=SLA). Alignment with RWS Management Contract 2010 is secured • WFD measures were checked with available resources. Funds are available in Budget Water and Coastal Area • In BPRW specific references are made to:- uncertain economic situation- unknown outcomes operation reconsideration • (reduce of funds 10/20/30%)- possibility of interim review if necessary • BPRW has a priority order in case of budgetary constraints! 20 BPRW 2010 - 2015 20-11-2014

People use the river for various purposes such as navigation, water supply discharge wastewater, recreation, farmland irrigation, mining etc. perspectiveRWS is committed to maintaining and where possible restore the natural processes in rivers. WFD River area measures Implementation has already begun for 2010- Water Quality- Fish traps- Remediation 2010-2015 measures (for Rhine area 39 in that period followed by 22 after 2015)- Chemistry * Water specific measures are aimed at remediation of soil * management of emissions aims at reducing discharges by optimization facilities for sewage treatment. - Ecology * Habitat; focused to increase diversity of suitable habitats by more gradual transition between land and water and by changes the momentum * Connections; Construction of side channels improves the opportunities on spawning and growing up for fish, but the possibilities of migration must be improved strongly BPRW 2010 - 2015
