Central Dispatch • Chicago Taxi Affiliations required to operate under a Central Dispatch Service for WAVs.
Central Dispatch Operations • Flash Cab operates the service. • Vehicles from all affiliations participate. • Passengers with disabilities can call one number for WAV service.
Market-Based Incentives • Taxicab Driver Excellence Awards • Airport Reward Program
Enforcement • DCS can cite companies and drivers that do not follow the established regulations. • WAV drivers’ priority is to serve passengers with disabilities. • Once a fleet has 15 vehicles, it must have at least 1 WAV. • Fleets with 50 vehicles must have 2 WAVs; then one additional WAV for every 25 taxis.
Enforcement • Drivers operating WAVs must primarily serve passengers with disabilities. • Owners must lease to drivers that serve passengers with disabilities. • Other pickups are allowed, but the emphasis is on passengers with disabilities.

Other Factors • In 2004, DCS created the Taxi Industry Advisory Group. • 50 industry stakeholders work to address problems and develop solutions for all aspects of the industry. • A committee is dedicated to accessibility. • Develops better service for passengers with disabilities.
Coordinating Efforts • Coordination with other City Agencies, such as Mayor's Office for People with Disabilities • Coordination with Regional Transit Authority • Public Vehicle Institute
Coordinating Efforts • DCS works with other City Agencies to coordinate efforts and to develop policies. • Public Chauffeur Institute trains drivers.
The Future • We want to increase the number of the WAVs every year. • Ideally every taxi should be a WAV. • Purpose-built vehicles may be the best option.
