Ministry of Finance of the Slovak Republic (MoF) • Is a general government authority responsible for finances, taxes, the customs system, prices, financial control, internal audits and informatisation. • The position of MoF is inter-sectional since MoF directly influences inputs, outputs and performance of all other ministries as well as all public sector institutions.
Why Quality Management atMoF? • To continue the successful development of Slovakia, it is necessary to assure good-quality state administration. • It is an important pre-condition for keeping the implemented reforms sustainable and for gradual improvement of their quality.
Priority of leaders of MoF • One top priority of the current leaders of MoF is to build up a modern organisation with high-standard management. • With a view to achieve this goal, MoF has decided to implement the project of introduction of a quality management system – the EFQM Excellence Model.
European Foundation for Quality Management and Excellence Model • The European Foundation for Quality Management found with the support of European Commission to promote management quality pursuing in European organizations in order to achieve constant high level performance and excellence. • The EFQM constituted the “Excellence Model” as the primary tool for assessing and encouraging improvement is based on “Fundamental Concepts of Excellence”, that describe the role of quality management from a variety of perspective and state the possible advantages for organizations, which have decided to pursue them.
Vision of MoF • The management focuses its efforts on ensuring that MoF represents an institution fulfilling its tasks effectivelyand having good credit and good reputation externally in relation to the public and other institutions and partners, as well as internally in relation to its staff and colleagues. • The achievement of that vision demands the fulfilment of a wide spectre of important principles and guidelines, as well as the existence of the relevant system mechanisms and processes.
Mission of MoF • The fundamental mission of MoF is to assure the compliance of public expenditure with the macroeconomic and strategic targets of government policies, while observing the principles of effective and responsible spending. • The activity of MoF has clearly defined users of its outputs, who are persons primarily from the business sector and from other bodies of public administration.
9 Criteria of EFQM on MoF Successful fulfillment of the Mission of MoF is conditioned by the existence of principles, guidelines and mechanisms in 9 key areas: • Leadership • People • Policy and strategy • Partnerships and resources • Processes • People Results • Customer Results • Society Results • Key performance results
The EFQM Implementation Process at MoF The End of 2002 Aspiration of top-management on a complex approach towards organizational management in order to achieve a high standard of overall organizational quality demonstrated by relevant indicators.
The Year 2003 • Determination of the Ministry’s top management to adopt a complex approach towards quality management – high level of quality standards in every field of the organization. • Implementation of various measures related to the quality management in EU pre-accession period. • The need to achieve further internal improvement and reach a high level of quality measured by various indicators comparable with European standards. • Comprehensive external organisational, functional, process and informationauditof MoF.
The Year 2004 • Formulation of the vision and priorities by the Ministry’s top management. • Decision to implement EFQM Excellence Model as the most suitable complex model for MoF. • Selection and preparation ofappropriate personnel of MoF for the process of preparation and implementation of tasks and administration of EFQM. • Conducting of testing phase – MoF systems and processes evaluation and processing of the EFQM commitment tasks. • Formulation of action plans for improvements. • Implementation of the number of improvements. • Submission of Application for membership in EFQM.
The Year 2005 • Internal Regulatory Act – “EFQM implementation at MoF” approved by Head of the Office andMinister of Finance (officially issued on December 1, 2004). • Formation of: EFQM Assessment Group, EFQMSelf Assessment Group, EFQM Coordination Committee.

Preparation of the first draft of Self-Assessment Report. • Specification of MoF priorities for improvement and preparation of draft for action plans. • April 2005 – Submission of the formal application on EFQM Level I “Committed to Excellence”. • Further internal evaluation of the organization in terms of benchmarking.
Formulation of the “Committed to Excellence” Action Plans. • Implementation of the number of improvements. • Realization of the “Committed to Excellence” Action Plans. • Achievement of MoF of EFQM Level I. „Committed to Excellence“ as the 1st organization among all central state administration organizations in Europe.
EFQM and quality management atMoF? EFQM Validator´s viewpoint • The validation criteria have been achieved and I am pleased to endorse Ministry of Finance of the Slovak Republic for Committed to Excellence status. • A key strength for the successful delivery of Committed to Excellence projects has been the support and involvement of senior people throughout the Ministry of Finance of the Slovak Republicup to, and including the Minister himself. • Ministry of Finance of the Slovak Republic has made a very good start on its journey towards excellence and should now have in place the key building blocks for a future application for Recognised for Excellence.
The Year 2006 • Submission of the formal Application on EFQM Level II. • Final tuning and updating of Self-Assessment Report - Submission Document. • Creation of Editorial board for Self-Assessment Report. • Bringing up of „Submission Document“ for assessment to EFQM in Brussel.
Achievement of MoF of EFQM Level II. „Recognized for Excellence“ as the 1st organization among all central state administration organizations in Europe. • Internal evaluation of the organization in terms of benchmarking. • Determination of further action plans based on realized self-assessment and results of Feedback Report from European Assessors.
Feedback Report of the European Assessors EFQM Assessors viewpoint • After the 2002elections, the persons appointedas top leaders at the Ministry were experienced managershaving a clear vision and goals. • The Ministry of Finance has come a great distance from the changes initiated by them.That it has journey still to travel, will be a challenge to whichthey will surely rise.
The Year 2007 • Updating of Internal regulatory Act – Implementation of quality management system - Excellence Model EFQM on MoF. • Realization of action plans based on results of Feedback Report from European Assessors and activities connected with implementation and sustain of EFQM Model.
Future of MoF Some of highlighted activities: • Sustain and hereafter provide processes regarding to „Informatisation of society“ - for the purpose of creating optimal conditions for satisfying information requirements and granting the rights of citizens, governmental and territorial (agencies, municipal) self-governing bodies, organizations, social institutions in connection with the structuring and use of information resources, • Sustain „Optimalisation of processes“ on MoF, • Provide supervision of implementation of Euro with coordination of National Bank of Slovakia, • Hereafter provide and sustain learning of staff and learning of public sector regarding to our authority, • Provide pilot project „Talent management“
