The overriding objective: to build a constant and updated knowledge base for biodiversity in Europe
BISE contribution to the EU knowledge base Requirements Biodiversity policy CBD strategic plan , IPBS, EU biodiversity strategy 2. Bottom up requirements Countries, citizens 3. Transparency in decision making, Enabling biodiversity reporting Implementation Governance structure and implementation plans
Objective 1 :BISE should • enable the collection and dissemination ofinformation and data from multiple sources [EU bodies, multilateral agreements, Member States, NGOs, citizen observations] • Several ways to do this: • A clearing house for EU institutions • A reporting tool for EU member States • A clearing house function amongst EU member states • A reporting tool for EU citizens
Objective 2 :BISE should • ensure complementarity and links to information and data relevant to the global biodiversity targets at the Pan-European level • Several challenges here: • How to integrate the EEA countries/ the EEA collaborating countries and the Pan –European region? portal? • Should the current BISE be complemented by a Pan European entry point? • Should this entry point be linked to the European Biodiversity CHM network?
Objective 3 : BISE should • enhance information structuring, documentation, archiving, streamlining and sharing across relevant EU policies and among different institutional levels • A governance structure amongst EU institutions is needed • Linked to objective 1
Objective 4: BISE should • provide information and data relevant to biodiversity assessments at different geographical levels for stakeholders at the global, EU, national, subnational, local levels • Several issues here • - definition of products needed at different levels • - identification of existing and potential data sources • - discussion on IT issues and investment needed

Objective 5: BISE should • improve the communication on biodiversity to and from a wider audience • Several issues to be considered here: • -multilinguality • -thematic arrangements
The European CHM network The European CHM network The network comprises of the CBD –CHM focal points of countries of the Pan European region. It is meeting annually under the coordination of EEA, with the participation of the CBD Secretariat, and decides on joint activities related to the global CHM and the CBD strategic plan. The EC-CHM portal is providing a show case for the EC-CHM Portal toolkit, which is used by a number of European and African countries for their national CHMs. NEXT meeting is 17-18 November focusing on BISE and the CHM
