MAY 2010: A NEW GOVERNMENT • NHS reorganisation • Chaotic education policies • Abolition of regional tier • Loss/reduction of grants especially WNF, EMA, EIG • Benefits reform • Localism, with interference at will • Small State, Big Society AND major Local Authority budget reductions (particularly in the north/most deprived areas)
CHALLENGE OPPORTUNITIES • Financial - LA up to 30% - NHS £20bn – 25%+ - other statutory agencies 25% • Demographic • Growing population • Ageing population • Structural Change • Will incremental change get us there? • Are we just moving the deck chairs or changing the model of delivery
A BRIEF LESSON FROM OUR PAST • 1980 Institutional care / limited home based support • 1990 NHS Institution closed – shift to care in the community • 1993 Assessment & Care Management - residential care - support at home • But still doing to • Output focussed

DESIGN OF THE NHS COMMISSIONING BOARD • One National Commissioning Board- based in Leeds/London – 860 staff • 4 Sectors (as current SHA) – 200 staff • To Local Offices (as current clusters) – 2,500 staff • 8 Commissioning Support Units • Clinical Commissioning Group (CCG) to drive local commissioning linked to LA’s/Health & Well Being Boards
