Central PA Lacrosse CPLOA Officials Association Substitutions&Offsides RulesFebruary 2008
Agenda • Review Rules and Mechanics for Substitutions and Offsides • Answer play situations associated to the rules • Open discussion
Substitutions • Rules 4-22 thru 4-26 • Two types of Substitutions : • Regular – during dead ball • Special – during live ball – “on the fly” • General principles • All players must enter the field ready to play, must be properly equipped • Must enter and exit through the table area • Must enter the field immediately, no delays • No subs allowed during : • Ball OB over end line • Violations – loose ball technical fouls • Equipment violations • Inadvertent whistles
Substitutions – continued • Regular Subs (dead ball) • Allowed during most dead ball situations • Charged team timeout • After a goal • Time-serving penalty enforcement • Ball OB on side line • Blood on players • Special subs – “on the fly” • Basically can happen almost at any time (except officials timeout for equipment violation) • One-for-one • Can’t hang out in the table area, sub must be imminent (example – don’t allow before/during faceoff) • Must wait for exiting player to leave the field • Must yield to the players exiting the field
Substitution Mechanics • Who is responsible for subs ? • Both officials. Trail has better look in settled situations looking across the field or behind. Caution – don’t look behind and miss contact in your area. • Settled situations – count players • During allowable dead-ball substitution time : • Two hands over head if subs allowed – all officials • One hand if no subs allowed – communicate “No Horn” if needed • Request for horn (not necessary to be sounded) • Wait a few seconds, if no request, restart • If they want a horn - turn on beeper – 20 seconds to complete • Count players before restart • Pre-game – decide who counts each team • R counts home team, U counts away • Except faceoff – off official can count both teams
OffsidesRules 4-10 thru 4-13 • General • Teams must have 3 players in attack area and 4 players in the defensive half at all times • Exception – team with 4 players in penalty area. • No players are restricted to any area of the field • A player may go OB rather than offside and not be penalized, if he returns to the proper side without delay • A player can only be offside once during a single play • If offsides happens as result of : • Legal contact – technical foul for offsides • Illegal contact – assess foul for illegal contact and whistle play dead for offsides • Usually seen at mid-field • Offsides is a technical foul • Loose ball – play-on • Ball in possession • Either flag-down slow whistle if by B • If on A, stop play immediately and award ball to B
Offsides Mechanics • Trail officials responsibility • Woods theory – offsides can be heard or “smelled” before visualized • Goalie or long pole takes off on a clear • “Middie back” !!! • Listen to the bench area • Listen to other players • US Lacrosse recommendation – count players going across mid-field • How many allowed ? • 3 for each team • Difficulties – players can cross while goalie has possession, defensive team can ride, new trail official can be focused on the clearing play • Recommendation – count 7 players (4 and 3) as you’re trailing the play moving up the defensive area.
Plays • After assessing a time-serving penalty, horn sounds and beepers are started. After 20 seconds beepers go off and • a) Team A has 11 players on the field • b) Team B has 8 players on the field • Ruling a) technical foul, delay of game, team B awarded the ball and A must remove one player before restart, b) tough call – tell team B they can have one more player. Comment – don’t let teams play with less players than they are allowed before restarting, especially man-down. Emphasis – count players before restart !!! • A1 shoots, goalie makes save, A2 and goalie chase to the endline behind the crease. A2 is closest and is awarded possession. Team A or B coach requests a horn to sub. • Ruling – Substitution not allowed. Goalie is given 5 seconds on a legitimate chase to re-enter the crease. Mechanics ? • Team A, on a clear and subbing on the fly, Long pole A4 passes to A11, a delayed incoming sub, as he exits the table area and creates a fast break. Ruling ? • Unsportsmanlike conduct by A, stop play. Rule 5-9-1-f. Assess 1 to 3 minutes by rule – releasable – recommendation - 1 minute, scale up if repeated.
Plays • A in possession. B1 goes offside, trail official throws flag and plays slow whistle. B1 returns onside, then decides to go offside again and play “man-up” during the slow whistle. A5 shoots and a) scores or b) ball goes OB with B8 being closest to the ball. Ruling ? • a) goal counts and B1’s technical foul is wiped by the goal. b) B1 has committed ONE technical foul. B1 serves 30 seconds and A is awarded ball outside the goal area. • A loose ball is rolling toward the mid-line. Team A and B players are maneuvering for position. • a) B10 steps over the mid-line then gets pushed offside. • b) A5 contacts B2 from the side and the contact causes B2 to go offside. • c) A1 and B2 step offside simultaneously. • Ruling – a) B10 is offside, play-on until the push occurs, kill play and award ball to A, b) legal contact assuming ball is within 5 yards when the contact occurs, play-on and if A does not quickly gain possession, award ball to A. c) Award ball according to alternate possession rules. Comment - should be a very rare occasion.
Plays • Team A is clearing the ball in B’s defensive area. A1, A2, and A3 are the only A players in their offensive end. Which of the following is offsides ? • a) A1 steps on the midline • b) A1 is about to step over the midline but runs OB then immediately returns to his goal area • c) A1 leaves the field through the table area and after 2 seconds is replaced by A4 • Ruling – None of them are offsides, all are legal. • A is attacking. A5 shoots and scores. After the goal the trail realizes that a) A2 is offsides or b) B has 8 players in their defensive area or c) both A and B are offsides. • Ruling – a) goal not allowed, ball awarded to B. b) technical foul on B for either too many players on the field or offsides. Goal counts, foul is wiped out by the goal. c) simultaneous fouls, goal not allowed. A is awarded possession outside the goal area. (rule 7-6-4) Mechanics on all situations ?
