NERC – Standards • System Operator: An individual at a control center* of a Balancing Authority, Transmission Operator, or Reliability Coordinator, who operates or directs the operation of the Bulk Electric System in Real-time. • System Personnel: System Operators of a Reliability Coordinator, Transmission Operator or Balancing Authority, and the Transmission Owner personnel described in the Applicability Section of this standard. • Operations Support Personnel: Individuals, as identified by the Reliability Coordinators, Balancing Authorities, Transmission Operators, or Transmission Owners, who perform outage coordination or assessments, or who determine SOLs, IROLs, or operating nomograms, in direct support of Real-time, reliability-related tasks performed by System Operators. • Transmission Owner: That has personnel at a facility, excluding field switching personnel, who act independently to carry out tasks that require Real-time operation of the Bulk Electric System, including protecting assets, protecting personnel safety, adhering to regulatory requirements and establishing stable islands during system restoration. • Generator Operator: That has dispatch personnel at a centrally located dispatch center who receive direction from their Reliability Coordinator, Balancing Authority, Transmission Operator, or Transmission Owner and may develop specific dispatch instructions for plant operators under their control. This personnel does not include plant operators located at a generator plant site or personnel at a centrally located dispatch center who relay dispatch instructions, without making any modifications.

NERC – Personnel Subcommittee (PS) • CE Program – • Audits slightly behind schedule • Team working on format changes to the manual, estimate completion 2013 • Request additional Continuing Education Reviewers for Panel (CERP) Program • SOCCED Project: • A three year improvement plan is underway to address each of the user accounts and their accompanying administrative views. Phase II on hold for further review prior to release

  6. NERC – Personnel Certification Governance Committee (PCGC) Certification exams – Contract with current vendors expire December 31, 2013. PSI Learning Academy was selected out of 3 from the RFP as the exam development and delivery vendor, effective January 1, 2014. https://candidate.psiexams.com/

Human Performance Work Group (HPWG) Near Miss Incident database: • At National Level Event Analysis Trends and Issues Involving Human Error Risk Cause Analysis training • Provided by NERC at the conference and NERC • Continuing Education Hours (CEHs) awarded – NERC certified Course material • HP101 is on the WECC website HPWG Conference Focused on Human Performance Applications (how do we get started, etc.) 35 attendees and 17 guest speakers – great support
