  8. ELI Operating Principles - I • IFC retains final responsibility for and authority over ELI. • ELI relies on local contractors to implement the project. Local implementers will work with appropriate levels of autonomy to enable learning, capacity building, and strategies which reflect local conditions. • ELI seeks to build local capacityin all areas of program activity in each ELI country.

ELI Operating Principles II • ELI will encourage communications among participant countries, as a way of sharing experience and information. • ELI will seek to involve various stakeholder groups in the design and implementation of its activities. • ELI funds will never be used to curry political favor or for purposes of bribery.

  12. Working with Manufacturers I • Opportunities to leverage ELI funds • marketing campaigns, point-of-sale displays, professional education, retailer/distributor educ. • Lower barriers to entry • in the program (low cost product testing, bidding responses) • in the ELI country markets

Working with Manufacturers II • No direct payments to manufacturers • Direct private company support politically sensitive • Perceived unequal support will kill ELI credibility • Equal access required for any ELI support • ELI should not distort the market, it should catalyze the market dynamic

Working with Utilities • Leverage ELI money and access • technical support and political influence with regulators • technical support for developing utility investment • Understand the utility interests and use lighting technology to address those concerns • Always consider the long-term impact on the market of an expanded utility role • need to nurture retail channels, not bypass them

ELI’s Toolkit: Crosscutting Activities • Global leverage on the industry • ELI represents 7 markets -- we have the industry’s attention • Opportunities for aggregating the ELI country market impact globally -- the ELI brand • Efficiency -- no need to reinvent the wheel • Bidding documents, market assessment templates, product testing procedures, available between countries • ELI Website -- It is ours to use and modify!

  16. ELI’s Toolkit: Monitoring and Evaluation • M&E is a TOOL -- not the police! USE IT. • Real-time feedback on impact • Engage the M&E team to provide the info you need • ELI is an experiment • It is our responsibility to identify what works … and what doesn’t -- and teach others

  20. ELI Toolkit: Targeted Subsidies • Only for opportunities where one-time, short-term subsidies will yield long-term price reduction • Use strategically to leverage other resources • Access to subsidy cannot be exclusive • use competitive dynamic to find the highest leverage beneficiaries
