Who is ARTC and what do we do? • ARTC • The Australian Rail Track Corporation Ltd (ARTC) was created after the Commonwealth and State Governments agreed in 1997 to the formation of a 'one stop' shop for all operators seeking access to the National interstate rail network • ARTC currently has responsibility for the management of over 10,000 route kilometres of standard gauge interstate track, in South Australia , Victoria and Western Australia , and New South Wales . ARTC also manages the Hunter Valley Coal Rail network in New South Wales (311 km) and other regional rail links in New South Wales (651 km) • In addition to ARTC's own capital investment programs it also receives investment funding from the Australian government's AusLink program • ARTC is investing a further $2.1 billion over the next 3 to 4 years on the main interstate rail corridor as part of its North South Improvement Strategy. This includes $381 million in the Hunter Valley Coal Rail Network • Corporate Vision:Ensure rail is an integral, sustainable element of the nation's transport logistics network. • Mission Statement:Through innovation and creative strategies, satisfy our customers, expand the industry, provide efficient access across modes to the interstate network and to assist in development of an integrated national transport logistics network. Who is ARTC and what do we do? • ARTC Facts • Moving a tonne of interstate freight door to door using rail means only 20% of the fuel consumption compared with heavy road transport alone • That tonne of interstate freight will cost between 12 and 40% less (depending on route) to move than using heavy road transport • ARTC have improved the national rail asset to a 60+ year life using concrete sleepers and continuous welded track (3+ million sleepers laid) • Due to Federal Government funding ARTC are adding more loops, passing lanes and tracks via various projects around Australia thus increasing network capacity and reducing transit times Bringing IT value to the National Rail Asset

The value an architectural approach to IT brings to ARTC • Enterprise Architecture • In enterprises today, there is a need more than ever to understand how IT supports the business architecture – the organization, processes and service delivery -- so that changes to IT support can be effected quickly, cost effectively and with minimum risk. This is more acute than ever because in changing and competitive world, enterprises that can execute change have an edge on those that cannot. Change is being driven by cost cutting, GFC, investment in new infrastructure and demands of the transport sector. • ARTC Communications and Control Systems (aka IT) need to meet the demands of a growing and changing business to delivery effective systems to ensure the ARTC Vision is achieved • We can’t do it all at once so an incremental continuous improvement approach is being taken in building new application, maintaining existing applications and retiring/consolidating legacy applications • Service Oriented Architecture as key approach • Virtualisation and consolidation of infrastructure Bringing IT value to the National Rail Asset
IT Architecture strategy at ARTC • Enterprise Architecture • Application inventory and relationship map • Component Business Model • SOA evolution • Data Architecture • Master data and push model • Corporate data dictionary • ARTC Application Architecture (AAA) • SOA based • Clients (Web or Rich) > Service > Stored Proc > Database • Future work • Business Process Integration • Information Integration • Refine/extend existing architectures Bringing IT value to the National Rail Asset
Specific Project Examples • Vehicle Registry • The first application developed under AAA • Zero defects in production • Master data being used to push information to other systems • Track Geometry • Multi TB Data warehouse to store ½ meter track geometry readings to enable the calculation of Track Quality Index • Comparative reporting over 15 years of surveys • 5 stage ETL process (land, transform, integrate, state, present) Bringing IT value to the National Rail Asset
Specific Project Examples • Alarm Management • New project to build a central business service to manage all field generated alarms (eg. Wayside devices, signals, communications, UPS etc) • Rules engine based • Support subscriptions to alarms event by schedule • Hunter Valley Access Undertaking • New project to build a new billing system for HV Coal Trains • Driven by a new business model and ACCC requirements • Two major states (Interim/Pilot then Full Solution) • External Web Services • Multiple system integration • ETL and Services Bringing IT value to the National Rail Asset
Summary – maximising IT value for ARTC • ARTC Maximising IT value • ARTC C&CS are able to react faster to business change • Able to be pro-active in planning and prioritising • Increase system stability • Increase productivity (less on maintenance more on new work) • Small effective IT team that uses external resources as needed • Other projects that have immediate benefit • Asset management consolidation • National Rail Access Management System (consolidation) Bringing IT value to the National Rail Asset
