Conclusions (1) • Definitions and wording: • QA/QC procedures, QA/QC process, QA/QC activities • QA/QC system, quality system, quality management system, QA/QC strategy • QA/QC plan, QA/QC programme • Improvement plan, improvement programme • Inventory plan • Verification is sometimes used for QC • GPG: comparison with reference calculations is dealt with under QC T2 and verification EUROPEAN TOPIC CENTRE ON AIR AND CLIMATE CHANGE
Conclusions (2) • National inventory system • No MS has established NIS according to Guidelines • first MS by end of 2004 (FI); some mention end of 2005 in NIR • existing structures need to be adapted; no totally new system established • several MS have assigned the Single National Entity • No legal basis has been established so far (some MS consider); other MS work with contracts, MOUs (UK) • Most MS have established working groups/ committees/ task forces/ expert panels for coordination and/or inventory preparation EUROPEAN TOPIC CENTRE ON AIR AND CLIMATE CHANGE
Conclusions (3) • QA/QC • No MS has QA/QC procedures in accordance with GPG in place • All MS carry out QC T1 activities to a certain extent (new MS mention lack of resources) • Seven MS seem to be at an advanced level of developing QA/QC procedures: AT, (DE), (DK), FI, FR, NL, UK • Four MS have quality management systems in place (at least for parts of the process): AT, FR, NL, UK • Some MS organise (sector specific) workshops • Difficulties with QA/QC of outside agencies EUROPEAN TOPIC CENTRE ON AIR AND CLIMATE CHANGE

Greece • National inventory system: • Roles have been defined between the ministry, governmental agencies and other entities. • Single national entity designated: National Observatory Athens • Official specification of roles and co-operation still missing. • QA/QC: • No QA/QC plan in place. • A plan is under development and will be implemented for 2005 submission. • Current procedures: reliability checks, archiving of EFs, comparison of CO2 emission estimates reference and sectoral approach, assessment of observed trends EUROPEAN TOPIC CENTRE ON AIR AND CLIMATE CHANGE
Italy • National inventory system: • No national system in place. • In near future, a plan for a national system will be drafted. • Difficulties in timeliness, quality, transparency of some basic statistical data and completeness. • QA/QC: • No specific QA/QC system in place. • QC activities: usual QC activities, documentation of methods and data changes resulting in recalculations • QA activities: • Sector specific projects/workshops/expert panels • Comparison of international with national activity data • EPER data used for verification • MeditAiraneo Project • Local inventories EUROPEAN TOPIC CENTRE ON AIR AND CLIMATE CHANGE
Estonia • National inventory system: • Since 1994 interministerial Committee of Climate Change (includes NGOs) responsible for implementing UNFCCC • Ministry of Env. organises the practical work for inventories and offers contracts for inventory preparation • Institute of Ecology at Tallinn Pedagogical University is responsible for the inventories and National Communications • QA/QC: • The quality of emission data for different years and sectors varies. • No QA/QC system in place. Hungary • National inventory system: • National Directorate for Environment, Nature and Water responsible for compiling GHG inventories • The inventory is prepared by two full-time persons assisted by 4 or 5 part-time officers (for 1-2 months). • QA/QC: • Certain data are multiple-checked, time series are checked. • Several agencies providing data declared that they have QA systems in place. Latvia • National inventory system: • No national system in place. • Inventory prepared by Latvian Environment Agency in cooperation with several sectoral institutions. • QA/QC: • QA/QC activities according to GPG are not performed due to lack of resources. • Limited QA/QC activities are performed. Lithuania • National inventory system: • Inventory is prepared by one person at the Ministry of Environment based on data from other institutions. • Discussions are ongoing if EPA is taking over the compilation of GHG inventories • QA/QC: • A QA/QC system still has to be put into place.
