Writing a resolution A Brief Overview
Make a Difference! • Are you passionate about an issue in healthcare? Would you like to make a difference at the state, and possibly national level? • A resolution is a great way to make change or increase awareness of issues you are passionate about. The number of issues and topics to choose from are endless. • These resolutions are presented at CNSA State Convention and may be presented at National Convention. In addition to all the benefits of making an influence in healthcare, these resolutions can also be added to portfolios!
The Power of Resolutions Research a problem/issue in healthcare and write a resolution Present resolution at CNSA State Convention If passed, resolution [with your name] is dispersed to all addresses mentioned (i.e. hospitals, nursing associations and organizations) If passed, resolution is dispersed to all addresses mentioned at the national level and is implemented into our healthcare system. Present resolution at NSNA Convention
The Power of Resolutions • http://www.nsna.org/Portals/0/Skins/NSNA/pdf/Final%20Resolutions%202010%20_14.pdf • This is an example of a student’s resolution in 2009 that was passed and is now fully implemented in our healthcare systems!
What is a resolution? • Resolutions help increase awareness and/or create change in legislation, and when adopted by CNSA they become the basis of policies, priorities and actions of CNSA. • Resolutions are position papers that address pertinent issues which direct the priorities of the organization in which it was passed. Who can write a Resolution? • A CNSA member or chapter • CNSA Board of Directors • CNSA committee
Types of resolutions • Resolutions of Substance: express opinions and affect decisions made by the organization (CNSA/NSNA) • Courtesy Resolutions: recognize contributions made to the organization (CNSA) by groups and/or individuals-ie. honorary by acclamation • Emergency Resolutions: a substance or courtesy resolution, which arises after the resolution deadline date.
Resolution components • Abstract • Cost estimate • Bibliography • Articles used to develop the whereas statements • Highlight specific quotes in the article used in the whereas statements • Reference list • Names and addresses of those identified in resolved clause to receive the resolution if passed • Resolution Checklist • Final Draft Resolution
Researching a Resolution Topic • Research previous resolutions and identify a topic that has not been addressed within the last five years • http://www.cnsa.org/current-resolutions.html • http://www.nsna.org/Resolutions/NSNAResolutions.aspx
Researching a Resolution Topic • Try to pick articles from well-known organizations to make your stance stronger • Use search engines such as: • Cinahl • Pubmed
The structure of a resolution • 5-7 whereas clauses • Essentially pieces pulled from reliable articles/organizations which support the topic of the resolution • CINAHL, PUBMED, and other databases such as these are great places to search for reliable articles • Try to use well-known health organizations to support your topic as it makes your resolution stronger. • Resolved clauses, which define • Define the purpose of the resolution and the stance the author believes CNSA should take on this issue • Define the ways in which the resolution may realistically be feasibly implemented by CNSA • i.e. publication of the resolution in Range of Motion, the development of a committee or project, and the dissemination of the resolution to pertinent hospitals, organizations, and/or agencies
Submission of Resolutions • Resolutions must be submitted to the Resolutions Committee by the date specified by the legislative director • Resolutions are checked for completeness utilizing the CNSA Resolutions Checklist found in the CNSA Resolutions Handbook. • Only complete resolution, accompanied with a completed checklist, will be considered for submission to the House of Delegates.
Formatting/Citations • Documentation for the whereas clauses must be no more than five years old (unless historical in nature) • APA formatting
Turning in your resolution • Submit all the components listed on the resolution checklist, along with a copy of the checklist via email to cnsalegislativedir@gmail.com • The first draft will be due via email to the Legislative Director by August 29th, 2014 • The final draft must be postmarked and emailed to the Legislative Director by September 19th, 2014
Presenting a resolution • The author of the resolution will be able to “speak to” the resolution at CNSA convention • All resolutions submitted have the chance to be passed at the CNSA convention, as well as presented at NSNA. • However, one resolution may be sponsored to be presented at the NSNA convention • The sponsored resolution is then submitted as a “CNSA resolution”
