Background • The NRC published various new requirements for Licensees following 9/11 that included increased offsite interface for planning and exercising during hostile action events • DHS/IP oversaw Comprehensive Reviews conducted around each of the Nuclear Plants EPZs • Pilot HAB Drills were conducted and findings assessed • Beginning in 2007 and finishing in 2010, all nuclear power plants planned, developed, and executed non-evaluated HAB drills • Interim Performance Review (IPR) Meeting conducted in Oklahoma City September 2008 discussed HAB

Background • FEMA and NRC conducted four (4) National Forums to discuss changes included in newly published documents, which included an effective date of December 23, 2012 • Additional presentations, workshops, the National REP Conference, Scheduling Meetings and Conferences, and other meeting opportunities have been used to discuss, clarify, and collect issues/questions regarding implementation of HAB-related requirements as well as to schedule HAB exercise demonstrations. • Implementation issues identified during preparation for first HAB exercise

  4. Off-site Impacts • Changes to REP Plans • Resources and Staffing • Protective Action Decision Making • Notifications • Appropriate Dosimetry and Potassium Iodide distribution • Providing Public Information

Implementation • FEMA Priorities • Clarify Requirements • Develop Tools for Plan Updates and Exercise Evaluation • Assist in updating plans • Review updated State and local Plans • Important Takeaway Regarding Plan Updates • State and County Plans need to be updated/reviewed and approved prior to HAB Exercise.

Evaluation Considerations • Standard REP Exercise with a Hostile Action Based (HAB) scenario • Extent-of-Play will drive exercise/evaluation • Evaluated locations are based on plans, procedures and Extent of Play • FEMA does not evaluate Incident Command Post tactical operations, only coordination among the incident command post and appropriate OROs, pursuant to ORO plans and procedures • The planning necessary to conduct a HAB exercise will challenge expectations for scenario confidentiality.

FEMA HAB Committee • FEMA HAB Committee formed to address Implementation Issues • Develop guidelines and tools to assist the State and local governments in updating their emergency plans to incorporate revised guidelines for the Radiological Emergency Preparedness (REP) exercise process. • Allow for consistency among FEMA Regions, and a well defined process for our REP Program staff and OROs. • Representation from FEMA Regions

Plan Review Workshops • Benefits • Systematic Approach to Plan Review • Scheduling regular workshops to review all pertinent aspects of plan review • Prepared in advance for readiness to use • Provides a scope for HAB-specific review (evaluation locations ICP) • Issues • Getting the right participants at the table, paired with the right criteria • Scheduling enough time in advance of the Plan Approval submission • Plan Approval and Evaluation questions / issues that arise

Lessons Learned • Start planning early to meet the 90 day criteria • Discuss “Safeguard Information” vs. “Tactically Sensitive” • Discuss Tactical Operations vs. Coordination/Communication Operations • Gap analysis regarding finite resources • Filling resource gaps • Ask the Region for assistance
