RMIPA Background • RMI Ports Authority (RMIPA) Act of 2003 passed into law on September 19, 2003 • The purpose of the Act is to consolidate the Marshall Islands Port Authority and Marshall Islands Airport Authority into a single Ports Authority responsible for the maintenance and operation of the airport in Majuro and the ports in Ebeye, Jaluit and Majuro • RMIPA did not become fully functional until October of 2004

  3. Mission Statement • To contribute to the economic and social development of the Republic of the Marshall Islands by establishing, maintaining and managing efficient commercial airport and seaport facilities

Composition of RMIPA Board • The Board of Directors consists of 7 members, all of whom are appointed by the Cabinet • The Cabinet designates one of the members as Chairman of the Board • The Minister of Transportation & Communication is not a member of the Board but may give directions to the Board on the general policies to be adopted by RMIPA

Staff of RMIPA • The day-to-day administration and operation of the RMIPA rests with the Director, who is selected by the Board • The Director is assisted by six departmental managers each responsible for the airport, harbors, finance, maintenance, security, and ARFF • There are 54 full-time employees; about 50% are security officers

Staff of RMIPA • 10 of the security officers are cross-trained in aircraft rescue and fire fighting • 3 were recently certified after undergoing a month-long training in basic firefighting under the auspices of the Commonwealth Ports Authority • RMIPA plans to train additional security staff in aircraft rescue and fire fighting next year

  8. Cabin Security Inspections • Mandated more than a year ago by TSA on US passenger flights servicing the Micronesian region • The security directive requires that the airline conducts cabin security inspections at all international airports • To do this, all passengers are asked to deplane

  9. Cabin Security Inspections • What has changed since last year? • At each airport (except Kwajalein) only one side of the aircraft is required to deplane; this is done randomly • When it rains, all passengers remain on board while cabin inspections are carried out • Business class passengers are not required to deplane

Majuro Airport Runway Rehabilitation Project • Notice of Expression of Interest (EOI) advertised in April in Australia, New Zealand, Hawaii, Guam and Marshall Islands • 9 firms registered their EOI: 1 from RMI, 3 from Australia, 1 from New Zealand, 1 from Hong Kong, 1 from Hawaii, and 2 from Guam • Bid documents/RFP issued on March 24

  13. Majuro Airport Runway Rehabilitation Project • Bidding period commences on April 4 and ends on May 30, 2005 (Majuro standard time) • Pre-bid Conference/Site Visit is scheduled for April 13, 2005 at RMIPA offices, Majuro

Majuro Airport Runway Rehabilitation Project • Summary of Scope of Works: • Off-peak construction • Preparation of the existing asphalt surface and construction of the runway asphalt overlay • Construction of a new turnaround bay at the 07 runway end • Runway grooving and application of all runway markings

Majuro Airport Runway Rehabilitation Project • Replacement of existing cables for runway lights • Height re-adjustment of runway edge and end lights • Re-levelling of cable manholes and breathers • Protection of existing water catchment areas adjacent to the runway against contamination • Apron works not included

Majuro Airport Runway Rehabilitation Project • RMI Bid Committee to meet in June to review and evaluate bid submissions • 8 weeks have been allowed for the review and approval process • Award and Notice-To-Proceed to be issued sometime in August 2005 if everything goes on schedule • Construction projected to be completed by April 2006
