4. IAS stands for Integrated Acquisition System
IAS is a web-based COTS (commercial-off-the-shelf) e-procurement and contract management tool
IAS provides USDA with a corporate administrative system offering:
Enterprise Business Process Standardization
Electronic requisitioning through payment and contract close-out
Interfaces to FFIS and FPDS-NG
Potential future interfaces to property management and other administrative systems
IAS will replace legacy systems across the department and be deployed at all agencies with procurement authority Being faithful to the COTS approach – which means that USDA will not modify the baseline application software – places a greater emphasis on change management during the implementation process
Change management focuses on transitioning business processes to work with the COTS software

Provide a robust security environment that meets or exceeds USDA’s Common Criteria standards
Reduce program office and administrative burden in the acquisition management process
Automate tracking system for requisition approvals and contract writing and review
Provide a platform for advanced future acquisition management business processes

12. IAS Is Governed At Multiple Levels IAS has Executive and Working Level governing, or collaborative, teams:
Executive Level provides oversight and guidance
IAS Steering Board (ISB): Membership includes HCAD’s from the 10 agencies with procurement authority, Policy, OIG, OCIO, OCFO
Working Level collaboration is provided by various subcommittees and working groups
Business Process Subcommittee: Agency procurement and financial representatives determine Department-wide procurement-related system and business processes
End User Forum: Agency project and end users representatives meet to prioritize and collaboratively resolve IAS system or support-related issues
Ad Hoc: Technical, interface or other working groups are stood up as needed
