1. Background: Focus on „Learning Outcomes“ – why? • Increasing cross border mobility of enterprises and employees • Increasing importance of „lifelong learning“ - non-formal and informal learning • Transparency of qualifications and competences is needed, independend from the learning process (no matter, where, when and how they have been acquired) Transparency of Learning Outcomes
2. European VET policy Lissabon Strategie (since 2000 ongoing): • VET as an instrument to foster economic competitiveness of European countries • Creation of “a European Area of lifelong learning” (2001) Kopenhagen Process (since 2002 ongoing): • Creation of a European Qualifictions Framework (EQF) (decided) • Förderung der Mobilität zwischen den Bildungssystemen durch Schaffung eines Europäischen Credit Transfer Systems für die berufliche Bildung (ECVET) (in progress) • Establishing the Europass Framewok (became Reality in 2005)
Land B ? Land A ECVET – for what? An apprentice from country A wants to gain learning experience in an enterprise or school in country B. The problem ECVET wants to solve: How can learning outcomes a learner achieved in country B be integrated in the qualification in country A? N.b.: Country A and B have different qualification systems!
The solution: ECVET Learning outcomes gained in country B are documented and allocated to a credit system, After the learning period in country B those credit points are transfered to the learner‘s home country There, they are validated, recognised and accumulated to the qualification
Land B ECVET Land A Die Voraussetzungen Land A und B beteiligen sich auf freiwilliger Basis am ECVET-System. Zwischen den nationalen „zuständigen Stellen“ wurde durch ein „Memorandum of Understanding“ die Basis für wechselseitiges Vertrauen geschaffen. Die Bildungsanbieter in den beiden Ländern und der Lernende unterschreiben eine „Lernvereinbarung“.
European Qualifications Framework (EQF) EQF – is a reference system for transparency of qualifications between different VET system. EQF is based on „learning outcomes“.
3. Contribution of exemplo to the Lisbon – Copenhagen process Exemplo cares for transparency and documentation of learning outcomes related to the work place. Exemplo offers different methods for (self-) assessment and documentation of those learning outcomes: e.g.: Competence Card for Workplace (VOX) Transparency of competences (bfz) The RARPA process (EEF)
Exemplo approach Including employers Competence needs of SMEs Transparency of learning outcomes related to the workplace Learning outcomes gaind in the process of live long learning (formally, non-formally, informally acquired) Learning outcomes of an Individual
