Evaluation Process • TWO PHASE RATING PROCESS EVALUATION • PHASE I -- THE COMMITTEE EVALUATES AND SCORES ALL PROPOSALS TO ESTABLISH THE "SHORTLISTED" FIRMS TO ADVANCE TO PHASE II OF THE SELECTION PROCESS • PHASE II -- THE COMMITTEE EVALUATES AND SCORES PRESENTATIONS BY "SHORTLISTED" FIRMS TO SELECT A TOP RANKED PROPOSER
Evaluation Process • CATEGORY 1 • EXPERIENCE OF PERSONNEL ……..…..50 POINTS POSSIBLE • The Proposer shall submit a concise resume of all members of the project team, including subconsultants, describing the experience of the team that will perform the work for the project under consideration. Submittal of Standard Form 255 alone will not meet the requirements of this category. Experience should emphasize K-12 public school experience in Florida and projects of similar scope and program requirements as described in the proposal document. Identify each Team Member’s specific role (of the person actually performing the work). Evaluation Process • CATEGORY 2 • EXPERIENCE OF FIRM ………………………35 POINTS POSSIBLE • Applicability of the proposing firm’s experience to the requirements of this project, with specialization in public K-12 school work in the State of Florida. The Proposer should demonstrate it has experience with the requirements set forth by the State of Florida Department of Education (D.O.E.), Florida Building Code, Florida Accessibility Codes, and other applicable requirements. Proposers should use Exhibit “D” or similar format, providing that the similar format contains all of the information requested in the Exhibit. Standard Form 254 may be used to supplement this submittal but alone will not meet the requirement of this category. Project experience should include only those projects for which the design was completed not more than five (5) years prior to the submittal of this proposal.
Evaluation Process • CATEGORY 3 • CURRENT WORKLOAD ……………………………..…30 POINTS POSSIBLE • The purpose of this category is to require all Proposers to effectively communicate to the District their capacity in terms of time, personnel and resources to complete this project within the timeframes that will be required. The Selection, Award, Contract and Design Phase Process shall be completed within the time frame specified in the RFP document. • Proposers shall provide a brief summary for each Project Team Member (not including support staff or technicians) of all projects to which that Member is currently assigned (include all projects - School District, other Public, Commercial, etc.). This summary should indicate the percentage of work required the Member for the projects described in the summary and the percentage of their work available for this project.
Evaluation Process • CATEGORY 4 • PRIOR CONTRACT AWARD……….15 POINTS POSSIBLE • Prior contractual services performed for the School District of Palm Beach County. Point award is based on total fees in dollars awarded by the School District to the proposing Architect for the preceding three (3) calendar years from the proposal due date. The total contract awarded dollars of each Proposer will be determined by the Construction Purchasing Department. Evaluation Process • CATEGORY 5 • CERTIFIED M/WBE SUBCONSULTANTS …10 POINTS POSSIBLE • Using the form provided in Section 00100 of the proposal document, Proposers must submit their list of minority subconsultants and the exact percent of participation for each based on the published budget for design. Proposers shall provide certificates for each M/WBE firm verifying their certification with the SDPBC or the State of Florida Office of Supplier Diversity or its successors in their proposals. Utilization of certified M/WBE subconsultants shall be verified by The Office of Diversity. Evaluation Process • CATEGORY 6 • PROPOSING FIRM AS A CERTIFIED M/WBE …….10 POINTS POSSIBLE • To qualify for points in this category, the proposing firm shall be Certified as a M/WBE with either the School District of Palm Beach County or with the State of Florida Office of Supplier Diversity or its successors. Certification with other public agencies, and not the State or SDPBC does not qualify the Proposer for points in this category. Certification shall be verified and point award shall be determined by the Office Of Diversity in Business Practices.
PHASE 2 EVALUATION • CATEGORY 1 • EXPERIENCE OF PERSONNEL ………………….50 POINTS POSSIBLE • The Proposer should present the Project Team to the Committee. The Proposer should have the members of the Project Team, including subconsultants, present at the meeting. Key members of the Project Team should describe their background and experience as it relates to this project. Experience should emphasize K-12 public school experience in Florida and projects of similar scope and program requirements as described in the proposal document. Identify each Team Member’s specific role (of the person actually performing the work). After completion of Phase 1 Evaluation, any change in the proposed Project Team shall be requested in writing to the Committee Administrator, not less than three (3) business days prior to the date of the Phase 2 Evaluations. The request shall include an explanation of the reason for the substitution and a resume of background and experience of the substitute team member.
PHASE 2 EVALUATION • CATEGORY 2 • EXPERIENCE OF FIRM ……..……30 POINTS POSSIBLE • Proposing firms should demonstrate their applicability of the firm’s experience to this Project, with specialization in Public K-12 school work in the State of Florida. • The Proposer should demonstrate it has experience with the requirements set forth by the State of Florida Department of Education (D.O. PHASE 2 EVALUATION • CATEGORY 3 • APPROACH/METHODS ………………………20 POINTS POSSIBLE • Firms should present their approach to accomplishing the requirements of the Project by demonstrating their understanding of project, which may include existing conditions of the proposed site. Firms may provide a conceptual site plan to their initial approach to the Project. • The firm should demonstrate how special site and program needs are to be incorporated into the initial concept. The Proposers should describe their approach to resolving site and permitting issues and demonstrate a successful experience with the CM at Risk delivery process.
PHASE 2 EVALUATION • CATEGORY 4 • WORKLOAD ……………..……20 POINTS POSSIBLE • Proposers should demonstrate their resources available to complete the work within project requirements by providing a list of all projects (including school, public and private design projects) currently under contract by the firm and subconsultants workload with a statement of percentage of work capacity available for this Project over the required design period.
PHASE 2 EVALUATION • CATEGORY 5 • TIME AND BUDGET ……………20 POINTS POSSIBLE • Firms should demonstrate they have the resources to meet the established schedule and budget for design and construction. Proposers also should provide specific evidence of completed projects within the specified timeline and budget requirements. The Proposer should identify methods employed to establish critical events that must be completed on time during the course of design for the project to stay on schedule and within the budget for construction.

Total points shall be awarded to certified firms, otherwise the point award shall be zero.
