Policy intentions of the intervention • Zanzibar, water authority faces a challenge of providing safe water to the coastline communities & booming tourism industry. • Sea-level rise water intrusion is extraordinarily on increase and affects water catchment areas. • AAP supported implementation of an integrated water for adaptation pilot in Nungwi village to provide lessons to adaptation to sea level rise incorporating water infrastructure planning, access to clean and safe water, climate change awareness and gender issues • The pilot is informed by indigenous knowledge human impact stories, baselinestudies within Integrated Coastal (natural resource) Management (ICM) action plan and assessment reports by Zanzibar water authority

  3. Strategies • Project appraisal mission/project based on critical community needs assessment • Introducing Project Joint Coordination Committee (JCC) • Integration of Community members in project management –water committee formed (women majority) • Regular progress monitoring mission

  4. Where we are at in the process • Construction of the pump control house, 8km water pipeline laid, Water Storage tank, Community water kiosks to benefit 45,000 people • The pilot project idea has been adopted and is to be scaled in Zanzibar water authority action plan financial year 2013/14 • Government has financially compensated communities who lost crops and extended electricity power lines to the water pump station • Nungwi water committee has been formed and bi-laws passed to ensure community continues to financially contribute to maintenance and running costs • Inauguration of the Zanzibar Climate Change Committees- Climate Change Steering and Technical Committees, and Technical Working Groups have been formed. • Technical documentation of the best practices and lesson is going on to further provide concrete policy lessons.

Lessons • Pro-active consultation process with diversity of stakeholders ensures ownership –key for the success of a policy informative pilot • Community participation in planning and implementation is empowers lay people to demand accountable and transparent policy development process • Leaders are receptive if provided with professional and evidence based information necessary for supporting planning and implementing policies. • Far-sighted use of resources can change lives of millions at the centre of CC adverse impacts – for this pilot, AAP invested $300,000 benefiting 45, 000 people before scale up
