Our objectives in this project • Rehabilitation of land and industrial constructions no longer in use and remodel these areas for potential investors • Eliminating or reducing contamination of sites with industrial waste; • Increase in the quality of life of the city’s population
Our motivation • large number of contaminated and abandoned sites due to significant heavy industry activities • this land presents a significant risk for the environment and for people’s health • high demand for available land for public utilities or business development • Arcelor Mittal Steel Plant is the largest polluter in Romania (currently monitored by the National Authorities for Environmental Protection) • The Local Agency for Environmental Protection has to meet European standards in environment until December 31st 2014
Outputs & Results • inventory of abandoned or contaminated sites, whether they are publicly or privately owned • a strategy to valorise them; • assessment of the current situation concerning promoting investments in these locations; • technical documentation required for the process of the valorisation of these sites for investment projects financed through Structural Instruments.
Local Partners • the owners of the derelict sites (from the following industries: metallurgic, naval, textile, construction and food ), • Local Environmental Protection Agency Galaţi, • The Bureau for Spatial Planning and Real Estate Publicity of Galaţi, • University “Dunărea de Jos” Galaţi
Candidate areas for revitalization • Arcelor Mittal Galati – the slag heap and the pitch deposit • Miner Sort S.A. – 18 ha polluted with iron and carbon derivates • SNCFR – terrain adjacent tot the railways polluted with municipal solid waste • Tirighina waste dumpsite • the coke chemical plant • various sites belonging to local firms : Mehid, Elnav, Menarom
Arcelor Mittal Galati • Largest steel plant in the country and among the largest in South and Central Europe (due to capacity as well as performance) • spans over 1595 hectares which, prior to 1961, used to be farming land • 2 major sites for revitalization: the slag heap, the pitch heap and the coke chemical plant • The slag heap spans over 110 hectares with a variable height of approx. 50 meters • the slag heap was started in 1968 for the residue produced by the steel plant • beween 1968 and 2007, the furnace produced 3 760 000 tons of slag, the foundry produced 12 600 000 tons and 900 000 tons resulted from other internal processes
