Necessity and Purpose of the Research • Necessity: The North Korean Adolescent Refugees staying in the third country are 1) suffering from serious troubles which arise from a variety of development categories; and 2) not adapting to the overall social community. Therefore it is necessary to determine the refugees’ actual status and the countermeasures/solutions to their problems. • Purpose: 1) To determine the refugees' actual status and characteristics. 2) To analyze the refugee policies locally and abroad, and the examples of refugee situations in foreign countries. 3) To prepare comprehensive measures for the benefit of the North Korean Adolescent Refugees.
Major Results of the Research • Personal difficulties of the refugees: 1) Poor surroundings in terms of physical and mental aspects. 2) Family disorganization 3) Deprived of proper education and absence of learning motivation. 4) Instability and repression of freedom. 5) Restriction of peer relations and personal relationships. 6) Alienation between dreams and reality. • Situational difficulties of the refugees: 1) Associated countries: extemporaneous countermeasures owing to a complicated political situation. 2) International organization or private institution: relatively minor conflict with and influence on the associated nation.
Political Suggestions and Strategies • Survey the actual status of the North Korean adolescents staying in the third country. • Establish the mid- and long-term plans to support the North Korean adolescents staying in the third country. • Establish the human right protection policy for the North Korean adolescents staying in the third country. • Determine the actual status of private institutions and then supporting them. • Support the adolescents in the competent official residence and refugee camp in a diversified manner. • Prevent the planned event-driven immigration. • Improve the North Korean environment.
