Background • West London Alliance (WLA) commissioned MVA Consultancy to identify the characteristics of passenger transport services supplied by third parties in West London • There was a particular focus on the extent of these operations and reasons behind the decisions to commission the services
Key Findings • Perceivedlack of public transport services – the main reason for providing shuttle buses • Significant concentrations of services • Third party operators are providing orbital links • Nearly all self-funded • Nearly all unwilling to allow the public to use their services
Reasons for Providing Services • Perceivedlack of public transport services – the main reason for providing shuttle buses • But operators also cited: • Help increase recruitment and retention of staff/students • Restricted access for the mobility impaired • Personal security • Limited car parking • Planning agreements and travel plans • Environmental commitments
