Purpose of Carl Perkins • Building on State and Local Efforts to Develop Challenging Academic Standards • Promote the Development of Services and Activities that Integrate Academic, Vocational, and Technical Instruction • Link Secondary and Postsecondary for Participating Vocational and Technical Education Students
What is Vocational/Technical Education? Exploratory Practical Arts Continuing Workforce Education Job Preparatory Programs
Florida’s Perkins Measures Three sets of measures: • Secondary • Postsecondary Certificate (Adult) • School Districts • Community Colleges • College Credit Perkins Measure “Cheat Sheet”A 1-page comprehensive display of all Florida’s Perkins Performance Measures
N = Performance D = Population EXAMPLE Postsecondary Certificate Completion Numerator: Number of students who achieved a Vocational Certificate (PSAV) Denominator: All students who achieved at least one OCP in a Vocational Certificate (PSAV) program Performances are expressed as percentages derived by dividing N by D for each of the 20 Perkins measures.
Priorities for Setting Local Targets • Easy to understand and explain • Fair and reasonable • Require more improvement of lower performing LEAs • Include some type of incentive or reward to highest performing LEAs • Drive improvement in local data collecting/reporting processes as needed

High-Performance Team • Point of first contact for locals on data-related issues that impact local programs • Help local program and data system staff work more effectively together • Broker assistance between state and local program and data staff • Identify & disseminate Best Practices
The Rollout of Local Measures • HP Team e-mails instructions & local performance data sheets to LEAs statewide • Locals review last year’s program improvement plans & the status/results of their implementation • Locals & HP Team members review local data sheets & identify areas of concern
Rollout ... continued • HP Team members work with locals as needed to craft meaningful improvement plans for approval of OWE Budget & Accountability Unit • Approved Local Perkins Performance Improvement Plans forwarded to: • OWE Grants Team (original) for inclusion in completed grant application • Originating LEA for their files (fax)
Lessons We’ve Learned • Local data managers and program managers MUST work together to achieve systemic improvement in local data collection & reporting processes • Helping teachers understand how their “paperwork” generates “data” which drives funding is VERY helpful when enlisting them in local improvement efforts
