Introduction : first predicates • Information extractedfrom April 2013 sampling • Band monitored : 2-30 MHz • In the region of Toulon (France) • Samplestaken in 150 Hz incrementsduring 2-hours frames • 2 hours for technical and stabilityreasons (betterrepresentativity of statisticalavailability) • Minimum and mean noise iscomputed +/- 48 kHz around the central frequency • except for 2.000 ≤ f < 2.048 MHz, • and 29.952 < f ≤ 30.000 MHz • Channel considered « free » if no signal isdetected 10-dB over mean/mini. noise level • Note: Data isavailable for the last 10 years !!
1st conclusions… • Mean noise flooraround 48 kHz wasretained over minimum noise floor for statisticalrepresentativity • 3-kHz free channelsrepresent 23.28 % of the whole band • 6-kHz, 12-kHz and 24-kHz giverespectively 17.18%, 11.05 % and 7.61 % availability • However : thisiswithoutconsidering LUF-MUF
2ndpredicates… (1/2) • Considering LUF-MUF • To berepresentative of real-time situations • 2 scenarii : • One « tactical » link (500 km) between Toulon and Cagliari • One « long way » link (2.700 km) between Toulon and Suez • Power output : 10 W (considering a 400W input power dispatched over 16 3-kHz channelswith a 2.5x backoff) • Computedusing CNET (Télécom Bretagne) Point-à-Point software with 80 % reliability

Main conclusions… • Total number of 3 kHz-channels * hour: • (30 MHz – 2 MHz) / 3 kHz * 24hours • = 224.000 • Channelsavailableduring 2 hours : • 3-kHz : 4.358 100 % • 6-kHz : 1.279 ( = 2.558 * 3-kHz) 58.7 % • 12-kHz : 209 ( = 836 * 3-kHz) 19.2 % • 24-kHz : 31 ( = 248 * 3-kHz) 5.7 % • 3-kHz channelsusabilityisverylow • 3.9 % availabilityamongst total (4.358*2hr/224000) • Fragmentation of the HF spectrumis of the essence : 2 solutions • Use non-contiguous 3-kHz channels • Reduce HF spectrum fragmentation
