Bolivia’s strategy in the digital era Supreme Decree 26553 of March 2002 established Bolivia’s Agency for the Development of an Information Society (ADSIB), a decentralized agency under the aegis of the Vice President of the Republic. As an independent entity with its own administrative and technical management, it proposes policy, establishes and implements national strategy, coordinates actions aimed at closing the digital divide by means of the added assistance of New Information and Communication Technology with the participation and leadership of all the stakeholders needed to bring about this change.

Activities being promoted • Design a coordinated digital policy in accordance with specific action plans. • Modernization of Bolivia’s Public Administration systems for management and decision-making. • Capacity building to advance a digital strategy. • Human Resource Development • Transparency in and improvement of public services • Design and implement mechanisms able to promote civil society participation.

Guiding Principles • All digital strategies need to become State policy • The strategy must be 100% Bolivian. • Local vision deeply committed to a global vision • Participatory approach • Formulation and development of new managerial capacities • Efforts aimed at closely coordinating public policy • New development culture where knowledge is the new determining element (factor of production)

  6. Electronic Government – Current Situation Bolivia has 60 public sector websites, several of which do not receive proper maintenance. Approximately 52 do not actively provide services. The online government project, under the responsibility of the Vice President of the Republic, seeks to enhance the use of, benefits from, and the active provision of services for the community.

  7. Online Government Project - Objectives • Integrate public sector portals • Assist in creating new portals for institutions that do not have them • Integrate Bolivian institutional portals • Propose rules to standardize Bolivian webpages • Enhance local governments’ information technology

Online Government Project - Programs • Development of the government portal to provide citizen services • Set up a wide area network (WAN) for central government • Establish technical information and communication standards for government entities • Determine rules and procedures for digital government document validation • Draft law on electronic government • Establish mechanisms to ensure system interoperability • Public bids and awards system for government procurement of goods and services Cont.
