Function of ECD Study Section • ECD assesses NIH applications for scientific and technical merit; this is the first level of peer review. • NIH Institute Advisory Councils assess applications for relevance to NIH goals and public health needs; this is the second level of peer review. • The Institute Directors use these assessments to make funding decisions.
