  2. What is a Charter School? • A public school that operates free from traditional public school regulations • A public school that operates under the conditions of a “charter” or contract with a sponsor • A public school that uses innovative teaching methods designed to improve student learning

The History of Charter schools • 1970s – Educator Ray Budde introduces the idea of giving groups of teachers “charters” to explore new approaches to teaching • 1980s – Philadelphia starts schools-within-schools called “charters” • 1991 – Minnesota passes first charter school laws • 1995 – Charter schools are in 19 states • 1997 – President Clinton calls for 3,000 charter schools by 2002 • 2002 – President Bush calls for $200 mill. to support charter schools • 2003 – Charter schools are in 40 states, Puerto Rico and District of Columbia

  4. Positive • Innovative teaching designed to increase student performance • School Choice/School Competition • Increased parent & community involvement • Smaller classes & teacher-to-student ratio

  5. Negative • Inadequate Funding • Inconsistent Accountability Laws • Students are Guinea Pigs • Take $$$ away from neighboring public schools

  6. Controversial Issues • Can private schools become charter schools? • Should home-schooling and home-based education receive public funding under charter school status?
