BLMResource Advisory Councils (RACs) • Established in 1995 • Citizen-based, collaborative groups established • To provide BLM with stakeholder input and “on the ground” perspective, and • To build consensus on contentious issues • 24 RACs throughout the West
NOAASanctuary Advisory Councils (SACs) • National Oceanic Atmospheric Administration (NOAA) • Authorized by Congress in 1992 through the National Marine Sanctuary Program (NMSP) • Act as conduits from the community to individual marine sanctuaries
Purpose of the Study • To conduct an investigation of collaborative natural resource management initiatives that are institutionalized by Federal agencies, specifically BLM RACs. • To compare RACs and SACs
Research Questions • Can institutionalized community-based processes provide an effective avenue for Federal agencies to manage conflict? • Experience • Variation • Accomplishments and challenges • Lessons learned • Perceptions and attitudes toward RACs
