5. 2.1 Objects of investigation • This objects being investigated in this paper are the junior middle school students and English teachers in Wu Wei Railway Middle School of Lan Zhou, Gansu province . • This paper sent out 100 pieces of questionnaire and received 100 pieces. 50 pieces is for students and the rest is for English teachers.

6. 2.2 The tool of investigation • The questionnaire is about English teachers' quality, students' quality, English teaching in middle school and quality-oriented education, it includes 40 questions.
