U.S. Higher Education and Private Nonprofit Colleges Major sectors of American higher education are:private, nonprofit (also called independent) colleges and universities - the institutions featured on this website;public, or state, colleges and universities, typically funded to varying degrees by their state, and administered most often through a state system of higher education; community colleges, funded largely by their local and state jurisdiction, and offering career training, two-year associate's degree programs, and the first two years of bachelor's degree programs (though some also offer four-year degree programs); and proprietary, or for-profit, schools, that often specialize in career and job-related training and generate profits for their owners.

  3. 一、美國大學的分類 • 在美國，University(大學)、Institute(技術學院)、College (文理學院)、Community College (社區學院) 並不是同一概念。University是擁有大學部和研究所的綜合性大學。College通常只有大學部，目標是為社會及綜合性大學培養優秀的大學部人才和研究生。 • Institute比較特殊，其設有大學部和研究所，但是比較偏重理工科學。Community College 相當於國內的專科，其目的是為社會培養技術操作型人才。

  4. 二、美國文理學院(Liberal Arts College) 之特質 • 文理學院的英文原文是Liberal Arts College，Arts不能簡單譯為藝術，而應該是品質、智慧和思想的能力。Liberal Arts College是相對於具體的專業教育而言，其目標不在於教會學生某些具體的謀生技能，而是從多方面對學生進行教育，使其成為一個高素質、有教養的現代文化人。 • 最初在文理學院就讀的都是貴族後裔，他們無需擔心就業壓力，他們所關注的是如何提升自己的學習品質，提升自己的人格修養。因此，這裡的liberal或多或少帶有某種貴族特權的色彩。

  5. 由於Liberal Arts College大部分僅提供大學教育，因此教師能夠集中精神進行教學，而不必花費大量的科學實驗和論文發表。同時，由於文理學院的規模小，師生間互動密切，對培養學生的溝通能力和領導都非常有幫助。 • 學生在接受四年高品質的通才教育後，進入社會、進入研究所深造都受到各名校的歡迎。根據美國新聞周刊的統計，美國著名文理學院，例如William College (著名歌星王力宏畢業於該學院)、Wellesley College (美國國務卿希拉蕊畢業於此)、Colby College (美國開國元帥本杰明富蘭克林畢業於此)的畢業生就讀研究所的比例甚至高於哈佛耶魯等名校大學部畢業生。 • Liberal Arts College大學部教育堅持通才教育，此為美國文理學院的教育宗旨，值得我國教育主管單位重視。

  7. 三、文理學院與綜合大學的比較 • 在美國，自由教育是文理學院Liberal Arts College 的辦學宗旨，因此，在美國最好的大學教育通常是在文理學院發展。文理學院的成功在於其一貫堅持辦學方針，也就是特別關注每個學生作為其個體的成長和發展。 以下是文理學院發展的特色： • 教學以人文與專業並重 • 規模小，學生人數少，師生互動密切 • 老師以教學為其主要任務 • 校園環境優美有助於培養學生氣質 • 培養畢業生具有知性能力(Intellectual capacity)、藝術能力(Artistic capacity)、道德能力(Moral capacity)、公民能力(Civic capacity)

National Association of Independent Colleges and Universities (NAICU ) http://www.naicu.edu/ • The National Association of Independent Colleges and Universities (NAICU) serves as the unified national voice of independent higher education. Since 1976, the association has represented private colleges and universities on policy issues with the federal government, such as those affecting student aid, taxation, and government regulation. Today, through new communication technologies, an improved governance structure, and increased member participation, NAICU has become an even more effective and respected participant in the political process.

  14. OPPORTUNITIES FOR TAIWAN I • 高度自由民主的社會環境且又具有濃厚的人情味。 • 臺灣為美籍學生進入亞洲市場(或大華人市場)最佳的捷徑(The Best Gateway)。 • 優質的高等教育環境、低廉的高等育教學費收費。 • 高度保留中國傳統文化。 • 各大學院校均以累積許多招收外籍生、外籍生輔導、以及全英語教學的經驗。 • 各校多能提出多項獎學金或優惠方式吸引外籍學生。 • 美國各界對臺灣高等教育仍持有高度肯定的觀念。

OPPORTUNITIES FOR TAIWAN II • 有鑑於世界各國經濟景氣持續低迷，各國政府大幅縮減各級教育預算，尤其是高等教育方面預算，導致許多大學院校相繼以減少聘任老師職員、減少開課數、及縮減入學新生或轉學人數等相關措施，以作為預算刪減的因應之道。 • 然而，此舉卻造成一特殊的現象：原本各國所謂社區學院（2-year Community College）或專門大學（2-3 year Specialized College）之畢業生能依往例轉學至當地四年制大學的三年級，再花2至3年的修課獲得學士學位（Bachelor Degree、中國大陸俗稱「本科」）。 • 然而因為當地國大學相繼減少聘任老師職員、減少開課數、及縮減入學新生或轉學人數等措施，導致大批的社區學院或專門大學之畢業生無法再依往例轉學至當地四年制大學的三年級；諸如美國加州、美國紐約州、韓國、馬來西亞、蒙古等國皆有此情形。 • 我國受少子化影響，高等教育生源逐年下降，高教及技職體系之教育資源尚有餘裕，無論在品質、軟硬體設備、師資、空間、環境上，應有餘力再吸引這類之境外學生來臺就讀學士學位。

  16. Concerns • 對於外籍學生、僑生、及臺灣學生的身份判別問題，錯綜複雜。應小心應對。 • 校內法規之修定 • 國際轉學生課程抵免與銜接機制 • 全英語學位學程的完備 • 境外學生的生活與學習機制的建立等。

  17. 外籍學生、僑生、及臺灣學生的身份判別問題 申請者若符合以下任一條件，則不能以外籍學生身份申請進入中華民國各大專校院就讀學位(含：學士、碩士、博士)課程： • 1.申請者曾以僑生身分在中華民國就讀，含：曾接受海外聯合招生委員會分發就讀僑大先修班者。 • 2.申請者曾在中華民國完成一般高中、高職學程。 • 3.申請者曾被中華民國大專校院因操行、學業成績不及格或因犯刑事案件經判刑確定致遭退學者。 • 4.申請者具有香港或澳門或中國國籍，且不同時具備外國國籍。 • 5.申請者曾在臺設有戶籍。 • 6.申請者曾具有中華民國國籍，且至入學學校開學日止，尚未經內政部許可放棄國籍達六年以上；擬就讀大學醫學、牙醫或中醫學系者，尚未經內政部許可放棄國籍達八年以上。 • 如違反以上任一條件，經查證屬實者，撤銷其入學資格、開除學籍或撤銷畢業資格，且不發給任何學歷證明。

  19. 辦理第一屆臺灣教育展 • 辦理2012第一屆台灣高等教育展鮭魚返鄉計劃 • 20102年10月24日於美國加州洛杉磯當地辦理第一屆鮭魚返鄉教育展活動，本次活動於洛杉磯文化辦事處TECO大禮堂盛大舉行，共計15所臺灣高教學校聯合參展，針對華人第二代返臺就讀華語及學位等，提供相關諮詢與資訊。 • 本次教育展並邀請教育部蔣友寧部長及國際文教處林文通處長共同出席參與記者會與教育展開幕。活動十分成功，空前盛況估計當地華僑民眾當日約1,600人次前往參與。

  30. 鮭魚返鄉計畫第二屆臺灣教育展 • 教育展前一至二個月平面媒體宣傳、以及二至三週的電子媒體宣傳 • 聯合計者招待會 • 前往當地電台、電視臺進行宣傳訪問 • 教育展一天 • 拜會當地Community College 一至二所。 Example: Foothill College(美國建築師協會評鑑 Foothill 為「最美麗的社區學院」，座落在世界知名的矽谷中心，蘋果電腦、雅虎、Google、Adobe、eBay、思科、Facebook和6000多家其他科技大廠總部均設於附近) De Anza College (Curpertino, California 戴安扎學院 加州矽谷，是全美排名第三名的社區大學，提供全美前十五名的動畫課程。其成功入讀加州州立大學及加州大學率第一名。)

  31. 大學教育聯展招攬華生赴台深造記者李大明聖地牙哥報導February 19, 2013 為舉辦第二屆台灣高校教育聯展到聖地牙哥 考察的銘傳大學國際學院院長劉國偉（左）與 崑山科技大學副校長李天祥（右）與 米拉瑪學院校長唐釗（中）留影。（記者李大明／攝影） • 以銘傳大學為首的20所台灣高等院校，今年9月將在聖地牙哥聯合舉辦教育展，藉以吸引美國青年學子（尤其華裔學生）赴台灣深造。活動地點初步定在米拉瑪社區學院（Miramar College）。 • 各大學汲取去年的成功經驗，決定今年9月在聖地牙哥舉辦第二次教育聯展。銘傳大學國際學院院長劉國偉教授、崑山科技大學副校長李天祥日前為此前來聖地牙哥考察，並應米拉瑪學院華裔校長唐釗（Patricia Hsieh）之邀，參觀這所社區學院。 • 劉國偉、李天祥等考察米拉瑪學院後，認為完全適用於今年的台灣各大學教育聯展。一俟回台與各校磋商定奪，就將與米拉瑪學院正式簽約。 • 台灣多所大學曾於2012年在洛杉磯僑教中心舉辦首屆教育聯展，反應熱烈出乎主辦單位預料。據統計共有千餘人次前往參觀，事先準備的大批文宣資料被索取一空，其中銘傳大學當場就錄取了十多名學生。Read more:世界新聞網-北美華人社區新聞- 大學教育聯展招攬華生赴台深造
