SINGLE FAMILY HOUSINGFHA Resource Center: 1-800-CALL- FHANat’l Service Center Hotline: 1-888-297-8685 How Does It Work? • First, lender reduces the monthly mortgage payment to the point where it is no more than 38% of the borrower’s income. • Second, Treasury will match further reductions in monthly payments dollar-for-dollar, from 38% down to a 31% debt-to-income ratio for the borrower. • To reach the target affordability rate of 31%, interest rates will first be reduced down to as low as 2%. • If at that rate the debt to income ratio is still over 31%, lenders will then extend the term up to 40 years. • Finally, lenders will forbear principal at 0% interest, until payment is reduced to the 31% target. SINGLE FAMILY HOUSINGFHA Resource Center: 1-800-CALL- FHANat’l Service Center Hotline: 1-888-297-8685 How Does It Work? • To ensure long term affordability, the modified payment will be kept in place for 5 years and the loan rate will be capped for the life of the loan. • After 5 years, the interest rate can be gradually stepped-up by 1% per year to the conforming loan survey rate in place at the time of the modification. Net Present Value Test • Servicers will apply a “net present value” test to determine whether a loan modification is in the financial interests of the lender or investor who owns the loan. • If it is not, you may not qualify for a loan modification. Incentives to Lenders • To help keep lenders focused on reaching borrowers who are trying their best to stay current on their mortgages, • Incentive payment of $500 paid to servicers, and an incentive payment of $1,500 to mortgage holders, if they modify at-risk loans before the borrower falls behind.
