What is “Toya-ko Framework”? • The “Biggest” Outcome of 2008 Toya-ko Summit • The G8 Set “Toya-ko Framework” and its “Matrices” to ensure its accountability for their existing pledges and commitments. • The document of “Toya-ko Framework for Action” set HSS target (2.3/1000 HCWs) and mentioned something about SRH • Global Health will be one of the major agenda on development for at least 2010. • G8 Health Experts Meeting will be responsible to make “Health Matrices” for G8’s progress on their pledges and G8 Heads will endorse it, by 2010 Canada G8 Summit. • Now Civil Society has wider opportunity of tracking, reviewing and evaluating G8 Commitments by utilizing the Mechanism

What Pledges the G8 has done? • G8 Leaders Declaration and Toya-ko Framework cover wider issues such as… • Health Financing (60 billion for 5 years) • HIV/AIDS (Universal Access by 2010, Fund for GF) • Malaria (100 million LLINs, and other measures) • TB (no specific targets, but M/XDR-TB and TB/HIV) • HSS (2.3/1000 Health Workers) • MNCH (Up Birth rate with Skilled Birth Attendants) • NTDs and Polio • Making Pledges Unclear… • First draft of G8 Declaration didn’t mention “2010” and Gleneagles commitment (Financial Times) • 60 Billion: “3 diseases + HSS” (2007 Germany) -> “infectious diseases + strengthening health” • CS has Wider Opportunities to MAKE THEM KEEP PLEDGES

  4. “Matrices” It’s a Problem • “G8 Matrices” is the only one tools of the mechanism to ensure accountability, but it is the problem • No Data of “What was done by G8 in total” • No Data of “pledges on-track or off-track” • User Unfriendliness • Different currencies • Different items • Incomprehensiveness of the provided data

G8 Inner Conflicts for the Matrices Renovation • G8 Health Experts Meeting in November • “Renovation of Matrices”: one of the major agendas • Differences of Opinions and Conflicts among G8 • Bloc: US/Japan, UK, and EU+Canada • Each Country Contribution for 60 billion pledge: US/Japan (p) v. EU/Canada (n) • Quantity-based (US/J)v. Quality-based (EU/C) • Cooperation with other organization (i.e. OECD): EU/C (p) v. US/J (n) • Technical Difficulties • Single Currency: How to do it, especially in this financial crisis • How to evaluate Contribution by Budget Support and SWAps

How Civil Society Can Work to Ensure Better Accountability? • Shared Strategy for G8 Accountability • Civil Society Alternative Matrices • Independent Review of G8 Progress • Coherent Efforts for Intelligence and Analysis • Working in Accordance with CS Efforts to get more ambitious/needed pledges and commitments • Getting New Pledges on MNCH/SRH • Resource Mobilization for UA and the GF (5.6 Billion USD Deficit for 2008-10 and Next Replenishment)
