Role of the RRT during an ESF #10 Response • Even though a JFO typically includes RRT members and provides a forum for intra-ESF coordination, the RRT offers other unique features (e.g., builds and maintains pre-incident partnerships with states, provides an alternative forum for ESF #10) and an incident specific RRT can be convened with little advanced notice to provide coordination, communication or technical support. • While a JFO is not stood up for every ESF-10 activation (sometimes just a FEMA RRCC activation) other unique features that the RRT can offer is to act as an advisory unit to the Debris workgroup, as well as act as an advisory unit to the Interagency Health and Safety Committee, both of which may be established at the JFO. • In addition to its traditional role in support of FOSCs responding to oil and hazardous substances incidents, because of the regional knowledge and broad range of experience and expertise of its members, the RRT should be considered as a source for technical assistance, advice and identification of potential resources to address the various environmental and public health missions which may be addressed under ESF#10.
