BACKGROUND • For three years, Gov Ritter’s health initiatives have been driven by an inter-departmental team • Given the magnitude and complexity of reform, we recommend moving forward with a similar but more structured approach put in place through an Executive Order • Our goal in reform: improved health • Progress on health outcomes and indicators by 2020

  3. EXECUTIVE ORDER • Through an Executive Order: • Create the Interagency Health Reform Implementing Board housed at HCPF • Appoint a Director of Health Reform Implementation • Establish the inter-departmental implementation council specifying which departments will participate

EXECUTIVE ORDER • Components: • Develop a strategic implementation plan • Outreach to stakeholders across the state • Provide accountability and transparency • Pursue federal and state grants to assist in implementing • Establish workgroups to assist in performing its duties and responsibilities • Coordinate efforts of the state agencies

ACTIVITY • High Risk Pool – GettingUSCovered.org • 4,000 Coloradans • Funded through premiums and federal funds • A bridge to 2014 • Health Care Exchanges • Elements of a successful exchange • Structure and Format– Access – Affordability – Value – Stability – Efficiency – Fairness and Equity • Convening of stakeholders • Discuss regional options with other states

  6. ACTIVITY • Colorado Healthcare Affordability Act • foundation for reform in Colorado • 130,000 by 2012 • Engage stakeholders • Forums, workgroups, website (colorado.gov/healthreform) • Grant opportunities • Prioritize, Create teams, engage stakeholders

  7. ACTIVITY • Monitor rules and regulations • Department coordination • Implementation Plan • Assist with transition in administration • Outline approved, draft Oct. and finalized by Nov
