Call for Proposals • Documents were send out to all LIFT partners, potential partners, other organizations we identified from the MIMU database, and requested FSWG and LRC to distribute to their partners • All documents are available on the LIFT website • The presentations of today’s meeting as well as the questions and answers will be documented and published on the LIFT website
Documentation: • The call for proposal document has all the relevant information to prepare the proposal. This document is newer than the actual programme document and is in few cases different from the programme document. Please follow the instructions of the “call for proposal” document if in doubt. • The programme document with the technical annexes describe the programme. They are supplemented by the two reports on the embankment and prawn value chain
Documentation: • Annexes G to K are support tables prepared by the economist in the programme design team. They intend to inform the reader about underlying numbers in the narrative text • They provide models and sensitivity analysis to initiate discussions on how the programme will impact the beneficiary households. • Annex G is an example of such an analysis with interesting findings.
Technical Details: • Deadline is the 20. September 17.00 • By that time FMO needs to have received both the email(s) with the documentation as well as the hardcopies • The proposal has to be divided into two parts: • The technical proposal • The financial proposal
Format and Requirement of technical part • The annex two specifies the format and requirements for the proposal and its structure • The approach section is divided in to 3 subheadings: • Approach to technical components • M&E • Management approach • The text provides guidance which points you should cover in the proposal. The sub-topics village based planning, cash for work, gender and coordination are explained in more detail to provide the necessary guidance on the importance of these issues
Format and Requirement of technical part The findings and suggestions of the programme design team may be different from your ideas. The CfP document specifies that you “may comment on the technical design of the main components, highlighting particular concerns and proposing alternative approaches where appropriate. LIFT may consider such concerns and alternatives in negotiations with successful submissions”
Format and Requirement of technical part • The budget has to be presented in USD • Please show the underlying rate of exchange for your calculations • The budget can only contain 6% indirect costs • You need to use the given format to prepare the overall budget for the programme • In addition please itemize the requested sections of a) personnel, b) travel, c) training, d) procurement, e) M&E and other costs • It is very important that you provide the relevant narrative to explain your underlying assumptions on each of the costs and how you calculated the shown costs.
Selection criteria In order not to oversee an important issue it is recommended to check the selection criteria before finalizing the proposals to make sure all required parts are sufficiently dealt with. For example, additional points in this list are the risk management framework and your ideas on nutrition
Programme Document “It is anticipated that LIFT will issue invitations to bid for geographical components of the Program, and that prospective Implementing Partners will submit project proposals developed on the basis of the Program framework” Call for Proposal document: “LIFT strongly encourages proposals that would enable the entire programme to be awarded under a single memorandum of agreement, although LIFT may choose to sign more than one memorandum of agreement if necessary.
Technical sectors of implementation • Agriculture • Fisheries and aquaculture • Infrastructure (mainly embankment) • Financial services (saving and credit model) • Capacity building of beneficiaries • Capacity building of government staff • It is expected that one organisation will implement all activities within one village. The necessary technical support will come from technical advisor agencies
Technical advisors (TAs) • The key tasks of these technical advisor agencies are outlined in the programme document • Institutions like FAO or IRRI which provide technical support/advice could be a member of more than one consortium bid and therefore should be involved in the design. If they are included in more than one proposal they will almost certainly not be favouring one over the others and will provide the same technical information to all. • The other option would be that the successful consortium could be asked to include an organisation with innovative ideas which LIFT would wish to see incorporated if the consortium they were in failed to get selected.
