Context (1) • National engagement: “we love football” • Tournament schedule: June 12th to July 4th, 2004 (3 weeks) • 10 stadia (6 new, 4 remodelled) • New accessibilities and facilities (airports, hospitals…) • 31 matches • 16 national teams, 16 accommodation and training sites • 8 hosting cities, along the shore • 1,2 million tickets allocated • Familiar tourist destination: 16th in world ranking

Context (2) • European peripheral country: longer stays / management of leisure time • 10,3 M inhabitants • 89 000 Km2 area with 800 km shore • Time distances between farthest cities: 580 Km / 5H20 • Good air, road and accommodation networks / infra-structures • Schengen country (art. 2.2 Schengen Convention) • Land border with Spain

REFERENCE LEGISLATION UEFA EURO 2004™ • Council of Ministers Resolution nº 109/2002, JUL24: sets up the Security and Safety Committee for Euro 2004, to coordinate all the bodies and agencies contributing for the security & safety of UEFA EURO 2004. • Master Plan for the Security & Safety of UEFA EURO 2004 – approved by the Secretary of State: approved after the final draw of the tournament

Council of Ministers Resolution nº 109/2002, JUL24 With a view to follow the supporters in an efficient and safe manner, safeguarding the security and safety of all the participants in the event, the Council of Ministers decided: • 1. To create the SECURITY AND SAFETY COMMITTEE FOR EURO 2004, with the aim to contribute for the security and safety of the event in the following areas: • Public Security: State • Private Security: Organiser (“EURO 2004, S.A.”) • Safety: SNBPC (Fire & Civil Protection Service) • Structural and Technological Safety: “PORTUGAL 2004, S.A.” • Medical Emergency: INEM (National Institute for Medical Emergency)

  12. 2.The COMMITTEE is coordinated by the Secretary-General of the National Security Coordinating Office, which, as General Coordinator, guides the action of: • i. National Coordinators(also representing their agencies) for: • Public Security (PSP - representative) • Safety (SNBPC – Fire & Civil Protection Service representative) • Structural & Technological Safety (PORTUGAL 2004, S.A. representative) • (4)Private Security (EURO 2004, S.A. representative) • (5)Administration & Logistics (GNR - representative) • (6)Medical Emergency (INEM - National Institute for Medical Emergency representative) • ii. Representatives from other Security Agencies:PJ (Judiciary Police), SEF (Immigration Service), SIS (Security Intelligence Service), DGAM/PM (Maritime Police) and INAC (Civil Aviation National Authority)

Tasks of the COMMITTEE: • Implement General Guidelines according to national and international legislation; • Approve the Master Plan and the Security Specific Plans; • Advice on Operational Scenarios; • Advice on Internal and External Emergency Plans; • Approve the Security Perimeters; • Advice on Recruitment, Training and Qualification of Stewards; • Ensure close Cooperation with Foreign Police Services; • Ensure coordination: Organiser, Police & Safety and Local Authorities; • Monitor compliance with Security& SafetyLaws and Regulations, during construction of EURO 2004 Stadia; • Advice on Ticketing Policy (Tickets and Accreditation); • Proposition of Legislative Measures...

GENERAL REMARKS • Tournament schedule was adapted according to police risk assessment • Police profile according to city and match risk assessment • General profile: communication, visibility, friendly attitude, but firm and rapid response if troubles occur, using force in a necessary, adequate & proportional way

  17. GENERAL REMARKS • Role of special units: anti-riot, cavalry, dogs, EOD and crime investigation units; additional material and equipment • National coordination and cooperation among Police Forces, and Armed Forces, if necessary

Deportations and entry refusals • Deportation procedures: 80 • 5 German citizens, arrested in Oporto for participation in riot; • 41 English citizens, arrested in Albufeira for participation in riot and resistance to GNR • Entry refusals: 5 357 foreigners (mostly from Brazil, Morocco, Romania and Pakistan), of which a tiny minority with football-related violence record • Citizens already reported by their national authorities as troublemakers sawtheir entry refused at the airports: 8 English and 1 Italian

Conclusions • Very successful tournament, in terms of general organisation and security • Few minor disorders in tourist sites, mostly due to alcohol • Friendly and festive environment, great fair-play and conviviality among different European peoples: new fan culture • Motivation and engagement of the vast majority Portuguese people • Very good sporting results of Portuguese national team • Low profile of policing, pre-positioning, gradual and quick response to incidents • Effective international police cooperation and exchange of police intelligence (exit bans) • New model of security and safety of football stadia, and enhancement of national security coordination
