Symposium on the CSME Economic and political realities: • Comparative vs Competitive Advantage • Ideal CARICOM citizen, be capable of seizing economic opportunities • CSME calls for “full employment of labour…” and “free movement” of Community nationals
Symposium on the CSME • Human capital formation system to nurture and promote individual and societal creativity, innovation, learning, entrepreneurship and a quality workforce to create and exploit select global market niches (Robert Gregory,JNTA) • Countries, enterprises and individuals need new systems, or frameworks, for assessing, recognizing and certifying competencies and skills (the ILO)
Symposium on the CSME The CSME approach: • There is the Council for Human and Social Development (COHSOD) • Technical and Vocational Education and Training (TVET) is being given greater prominence • Progressive national TVET policies are being articulated • Member states are party to ILO HRD Recommendations 150 and 195
