No:-DGM-NWO/Kota/EMF-Measurement/2011-12/ Dated: 20-09-2012All SSA HeadsBSNL Rajasthan Telecom circleSub: -Regarding submission of required EMF DATA of SSA for submission of EMF compliance Certificate in TERM cell as per Latest issued TEC Norms.Ref No: - New Guideline issued Letter No. TEC/TP/EMF/001/02 Sep2012, Issue-SEP12  As per cited ref and above subject it is requested to kindly submit the as below data tower wise with full details as earliest (Oct-12 month) to prepare EMF compliance certificate of SSA wise to further submit in TERM cell.Site DataBSNL tower wise detail (2G/3G/CDMA/Wimax) and other Private Operator detail with in 60 m Radial distance. Building details with in 60 m radial distance from tower. (As per Annxure-A1)

  3. Layout plan C parameters Corners c1, c2, c3, c4 are to be marked with distance (m) in the layout plan..C1      It is the distance of base of tower from the North-East corner. C2      It is the distance of base of tower from the East-South corner. C3      It is the distance of base of tower from the South-West corner. C4      It is the distance of base of tower from the West-North corner.In addition to the above parameters the layout must show the N-E-W-S directions.A Site / Roof layout is to be submitted, having marking for North Direction, location of the Tower / Poles / GBT, marking for corners / points (C1, C2 C3 and C4). The layout is also to be marked with the location of Safety Signs installed at Site. (Buildings within 60m distance from the building at which tower in installed) B1, B2, B3, B4 Buildings within 60m distance staring from North direction. Its distance from base of tower and Height of Building with no. of Floors is required. Also approx. angle of building from North Direction is required Photographs of site are required showing direction of photo from tower. 12 photographs for each site is required every 30 degree from north. In addition, one photo of complete site and 3 photo of tower are showing each antenna and one photo of tower showing full height, three photographs showing sign boards Danger, caution and warning. Site data, Layout plan must be Seal and signed.

  5. (1) EIRP / EIRPth has to be worked out for General Public Exposure on Ground (for bothGBT as well as RTT / RTP case) based on the formulae given in Appendix A. Thesum of values for EIRP / EIRP th should be less than 0.5 for normal compliance. (2) Photographs are required for the site, as well as the Buildings B1, B2, B3… etc. atwhich the evaluation of EIRP / EIRPth has been done in the report RESPONSIBILITY OF SERVICE PROVIDERS AT SHARED SITES (1) A shared site may be defined as having: (a) Multiple towers on the same or different plots within 60 m radius. (b) Multiple Roof Top Poles on a BTS Site/ Adjacent Building within 60 m radius. (2) Responsibility for EMF compliance of shared site shall lie with all the participating operators. (3) Placement of signage at shared site will also be joint responsibility of all the participating operators. (4) For self certification of shared sites, participating operators will also separately issue self certification of their individual BTS.

  6. SITE DATA Required from SSA Site ID, Date of Commissioning of BTS, Name, Address, Lat / Long (WGS 84), RTT / GBT , Bldg Ht (in case of RTT), Lowest RF Ant. Ht AGL for each operator. ADJACENT BUILDING DATA The surrounding 60m radius of the Site are to be surveyed and high rise buildings, which are likely to experience EMF exposure to be marked as B1, B2, B3 etc… . Following data to be provided for each of these buildings: Horizontal Distance from the Tower base (m) Azimuth from the Tower (Deg) (Azimuth is angle from North direction) Height of the buildings (m) AGL SITE LAYOUT A Site / Roof layout is to be submitted, having marking for North Direction, location ofthe Tower / Poles / GBT, marking for corners / points (C1, C2 C3 and C4). The layout is also to be marked with the location of Safety Signs installed at Site.

  7. Safety SignageThe mobile service operator will ensure provision of proper signage warning entry ofgeneral public of the exclusion zones. The sign board should be clearly visible and identifiable and may contain the following text in black over white background:– Danger! RF Radiation! Do not touch tower ! Access to AuthorisedPersonnel Only.– Warning! Non-ionizing Radiation! Beyond this point RF fields existthat exceed the rules for human exposure. AuthorisedPersonnel Only.– Caution! Non-ionizing Radiation!.The rules for placement of signage are as follow:DANGER: On the tower structure at a height of 2 to 4 meters.(2) WARNING: To be provided only where exclusion zone is formed in any area accessible to public.(3) CAUTION: at the entry point of roof of the building of BTS in case of RTT or atthe entrance of BTS compound in case of GBT.Size of Signage : All signages shall be of 2 feet in width and 3 feet in height.
