  2. Spectrum Sharing Test-Bed • NTIA implemented all the recommendations except: • those that sought expansion of the Test-Bed; • those that sought to shift to activity outside NTIA

  3. Government Adoption of Commercial Technologies • Federal policy requires use of commercial services where they meet Federal requirements. • NTIA requires agencies to meet certain bandwidth or EMC requirements, but does not determine operating standards. • Agencies participate in land mobile standards bodies, emphasizing public safety requirements. • The 700 MHz band is the first real opportunity to adopt commercial standards.

  4. Monitoring and Pro-Active Management • NTIA monitors on a limited basis. • NTIA is following up on its NOI on the relocation process. • Planning and research funds • Staffing for relocation • Cover costs for commercial services • Enable upgrade of equipment • Cover costs associated with sharing • NTIA is working to define efficiency by radio service. • NTIA will continue work on cognitive technologies.

  5. Operational Efficiency • NTIA continues to address process improvements. • NTIA will work to make available and understandable information regarding spectrum use and processes.

  6. Transitioning Federal Land Mobile to More Spectrally Efficient Technologies • NTIA will continue to work with the land mobile users to share infrastructure, and to use common standards and commercial technologies. • Ultimately, it is up to the user agency to determine what meets their requirements.

  7. General Comments • Recommendations need to be actionable in terms of what NTIA should do. • Recommendations should be sufficiently narrow so as to clearly identify the action. • Recommendations should recognize NTIA’s current processes.
