STRENGTHEN QUALITY & EFFICIENCY OF NORMALES / INITIAL TEACHER EDUCATION Develop substantial measures to improve Normales’ quality and efficiency (e.g. entrance mechanisms, teaching skills, certification schemes). In those regions where a surplus of Normales and other ITE programmes is identified measures should be taken to encourage Normales to merge or to transform. Some recommendations… relevant for teacher evaluation • TEACHING STANDARDS • Develop a framework of standards for teachers, school leadership, and teachers of teachers… and align all teacher policies with this framework. Including: entrance to and certification from Normales; teachers’ selection, certification, recruitment and evaluation.

  5. 4. IMPROVE TEACHER ALLOCATION TO SCHOOLS Revise and improve teachers´ appointment to school posts. 5. INTRODUCE A PROBATIONARY PERIOD BEFORE GRANTING PERMANENT POSTS Develop and implement teacher probationary periods; if approved then teachers achieve permanence. INCREASE SCHOOL-BASED TEACHER DEVELOPMENT Extend and improve school-based teacher professional development programmes and facilitate its supply. 8 DEVELOP MEANINGFUL TEACHER EVALUATION Develop and implement meaningful in-service teacher evaluation. 6.
