GOES DCS Management Status Report and Project Updates

This document provides updates on ongoing projects and activities related to the GOES DCS program. DCS STEERING GROUP • DSG ESTABLISHED IN 2007 • COMPRISED OF MANAGEMENT LEVEL OF ALL 3 OFFICES INVOLVED IN GOES DCS ACTIVITIES • PRIMARY PURPOSE TO APPROVE FORWARD PLANNING, COORDINATE ACROSS 3 OFFICES, AND KEEP NOAA MANAGEMENT INFORMED OF GOES DCS ACTIVITIES • CHARTER APPROVED • MET WITH STIWG • BRIEFED ON ALL ONGOING ACTIVITIES OF GOES DCS BY PROGRAM MANAGER

  4. DADDS/DAPS REPLACEMENT • DADDS ACCEPTED BY OFFICE OF SYSTEMS DEVELOPMENT (OSD) • BEING USED AT WALLOPS AS BACKUP DISTRIBUTION SYSTEM • CATEGORIZED AS A BACKUP DISTRIBUTION SYSTEM ONLY • NO DATABASE CAPABILITIES AVAILABLE YET

  5. 100/300 AUTO DETECT • NECESSARY TO CONTINUE 300 BAUD ASSIGNMENTS • DEVELOPMENT BY CONTRACTOR COMPLETED • SOFTWARE INSTALLED AT WALLOPS • NOT YET TURNED ON • CONDITIONAL UPON WALLOPS DEFINED TEST PLAN • PLAN TO IMPLEMENT ON VERY CAREFULLY SELECTED CHANNELS • NO GENERAL USE CHANNELS, TO PROTECT DRGS USERS WHO MAY NOT BE PREPARED • INITIAL TEST WITH ONE USER FOR SHORT TIME • EXPAND TO A COUPLE OF USERS WITH DEDICATED CHANNELS

  6. NSOF DADDS BACKUP • SYSTEM INSTALLED AT NSOF • RECEIVING DATA FOR BOTH EAST AND WEST • STORING APPROXIMATELY 3 DAYS OF DATA • NO DISTRIBUTION SYSTEMS OPERATIONAL YET • CONCEPT OF OPERATIONS TO BE COMPLETED • EXPECTED AVAILABILITY FEBRUARY 2008

DATA COLLECTION PLATFORM CONTROL (DCPC) • SUTRON AWARDED PHASE II SBIR (SUBMITTED BY NOAA/NOS) • SUTRON WILL BE PRESENTING UPDATE AT THIS MEETING • NOAA/SUTRON INITIATED DISCUSSIONS TO DEFINE NOAA REQUIRED ACTIONS FOR MOVING FORWARD WITH DCPC WHEN READY • NOAA WILL WORK WITH SUTRON IN DEFINING THE WAVEFORM FOR COMMUNICATIONS

V.2 CERTIFICATION STANDARDS • COMPLETED BASED ON DISCUSSIONS WITH VENDORS • UNDERGOING INTERNAL NOAA REVIEW FOR TESTABILITY • PLAN TO FINALIZE EARLY 2008 • WILL ANNOUNCE IN FEDERAL REGISTER AFTER FINALIZED TO ALLOW COMMENT PERIOD • IMPLEMENTATION WILL BE DEPENDANT UPON NOAA’S READINESS TO CERTIFY TRANSMITTERS AND RECEIVE DATA • DEPENDANT UPON FUNDING AND DEVELOPMENT CYCLE • ANTICIPATED LOW COST, SHORT DEVELOPMENT • PRESENTED TO DSG FOR APPROVAL DECEMBER 2007

  9. NARROW BAND TRANSMITTERS • DEPENDANT UPON V2. CERTIFICATION STANDARDS COMPLETION • TENTATIVE TIMELINE FOR DEPLOYMENT DEVELOPED • NO CHANGES REQUIRED BY USERS FOR SEVERAL YEARS • MOST MANUFACTURERS BELIEVE CHANGES WILL BE MADE IN SOFTWARE FOR DIGITAL TRANSMITTERS

EDDN/USGS AGREEMENT • USGS DEVELOPED DISTRIBUTION BACKUP • NOAA AND STIWG MEMBERS PROVIDED SOME FUNDING, WITH USGS BEARING MOST OF COSTS • USGS AGREES TO OPEN TO ALL USERS OF NOAA SYSTEM • NOAA TO PROVIDE SOME ADMINISTRATIVE ACTIVITIES (REGISTERING USERS) • NOAA AND USGS TO DEVELOP AN MOU FOR COOPERATION IN EARLY 2008 • EDDN PRESENTATION LATER IN THIS MEETING

LRGS TESTUSER ACCOUNT • LRGS ANONYMOUS LOGIN USING ID “TESTUSER” • VIOLATION OF NOAA SECURITY RULES • NOAA PLANS TO DISABLE “TESTUSER” • NOTIFICATIONS TO USERS SENT OUT A COUPLE OF TIMES • NOTICES PLACED ON WEBSITE • USE OF TESTUSER STILL PREVALENT • IF YOU ARE USING LRGS AND DO NOT HAVE A USERID, PLEASE SEND US AN EMAIL ASKING FOR AN LRGS ACCOUNT AND PASSWORD • PLAN TO DISABLE “TESTUSER” BY JANUARY 31, 2008

FCC REGISTRATION PROCESS • U.S. FEDERAL USERS REQUIRED TO REGISTER ASSIGNED DCS FREQUENCIES WITH NATIONAL TELECOMMUNICATION AND INFORMATION AGENCY (NTIA) • OTHER U.S. USERS REQUIRED TO REGISTER WITH FCC • SOME STATE AND LOCAL USERS HAVE BEEN USING AGREEMENTS WITH FEDERAL AGENCIES TO GET ASSIGNMENTS. • REQUIRES AGENCY TO REGISTER WITH NTIA AND PAY NTIA REGISTRATION FEE • SOME AGENCIES SENDING USERS TO FCC • FCC REQUIRES FEDERAL SPONSORSHIP • OTHER AGENCIES NOT AUTHORIZED TO SPONSOR USERS • MUST HAVE NOAA GOES/DCS SUA IN PLACE TO QUALIFY FOR FCC REGISTRATION • NO KNOWN FEE FROM FCC

ONLINE SYSTEM USE AGREEMENT • SYSTEM COMPLETED • BASED ON ARGOS SYSTEM USE AGREEMENT PROCESS • TESTED AND ACCEPTED FALL 2007 • SEEKING TO IDENTIFY OPERATIONAL SUPPORT • STILL FEW GLITCHES AT OPERATING SYSTEM LEVEL IN FORWARDING EMAILS REQUIRED FOR APPROVAL PROCESS • ONCE WE RESOLVE THOSE PROBLEMS, WE NEED TEST USERS • ENCOURAGE YOU TO CONTACT US IN MARCH TO TEST SYSTEM, ESPECIALLY IF YOUR SUA HAS EXPIRED OR IS GETTING READY TO EXPIRE

GOES-R PLANNING • NESDIS BELIEVED THAT GOES-R CAPABILITIES AS WRITTEN WOULD MEET ALL OF OUR NEEDS • CHANGES TO GROUND SYSTEM WOULD PROVIDE ALL THE ENHANCEMENTS WE NEEDED • SOME MODELING OF CAPACITY LOADING IN QUESTION, AND BEING REVISITED • DISCUSSIONS LED TO POSSIBILITY OF ADDITIONAL BANDWIDTH AVAILABLE • SOME COMPETITION FOR THIS BANDWIDTH • NESDIS WILL PURSUE • IF BANDWIDTH CAN BE OBTAINED, POSSIBILITY OF ADDITIONAL TRANSPONDER ON FUTURE SATELLITES (GOES-R OR GOES-S PERHAPS) • NEED USER HELP IN DOCUMENTING REQUIREMENTS FOR INCREASED CAPACITY

USER NOTIFICATIONS • EMAIL DISTRIBUTION LISTS CUMBERSOME TO MAINTAIN • FOCUS IS NOW BEING GIVEN TO POST MORE INFORMATION ON WEB PAGES • OPERATIONAL NOTICES PAGE ADDED TO HTTP://DCS.NOAA.GOV (WALLOPS) PAGE • NEAR REAL-TIME NOTICES OF EVENTS THAT MAY IMPACT OPERATIONS • OUTAGES • PLANNED SYSTEM MAINTENANCE • MEETINGS AND ANNOUNCEMENTS POSTED ON HTTP://NOAASIS.NOAA.GOV/DCS PAGE • PLEASE PLAN TO CHECK THESE PAGES REGULARLY

USER SERVICES CHALLENGES • THOUSANDS OF REQUESTS FOR NEW ASSIGNMENTS BEING RECEIVED (OR CHANGED ASSIGNMENTS FOR HDR CONVERSION) • LETECIA COMPLETED 6000 LAST YEAR • LOSS OF CONTRACTOR SUPPORT FOR PROBLEM ANALYSIS IN DCS MANAGER’S OFFICE • CHANNEL AVAILABILITY LIMITED, MORE DIFFICULT TO FIND TIME SLOTS • ADDED ADMINISTRATIVE RESPONSIBILITIES IN MONITORING CHANNELS TO CONVERT TO HDR, MOVE USERS TO CLEAR CHANNELS, ETC… BE PATIENT!
