  3. Objectives • To further develop PROMPT’s relationship with the Ministry of Citizenship • To increase the Ministry of Citizenship’s understanding of PROMPT • To discuss issues of common interest and concern

  4. Who and what is PROMPT? PROMPT has 20 members, primarily immigrant professional and trade associations, as well as umbrella groups and community initiatives working to increase access to professions and trades

Who is part of PROMPT? • The Access Project (TAP) • Accountants (represented by an internationally-educated professional) • Association of International Physicians and Surgeons of Ontario (AIPSO) • Association of Journey-Persons from the Commonwealth of Independent States and Former Soviet Union • Black Business & Professional Association (BBPA) • Canadian Association of Latin American Professionals, Tradespeople and Entrepreneurs (CALAPTE)

Why PROMPT? • Many immigrant professional and trades associations created over past 15 years • No umbrella group to bring associations together • Idea for PROMPT developed by immigrant associations, service delivery agencies and umbrella groups • Proposal built on the idea that immigrant professionals should have a collective say in policy

  9. Two key objectives • To become the collective immigrant voice on policy issues related to access to professions and trades • To develop policy recommendations to increase access to professions and trades and to advocate for changes in policy

  10. PROMPT model and philosophy • Led by immigrants • Immigrants define policy agenda • Participatory research models • Input from key stakeholders • Advocate for policy changes

Priority setting process • PROMPT members listed all barriers facing immigrants – grouped into themes • “Root cause analysis” done on barriers • Lack of policy coherence • Lack of accountability mechanisms • Attitudes of Canadian society • Attitudes of employers • Attitudes of employer regulatory bodies

  12. Priority setting process • Brainstormed solutions in root cause areas • Solutions assessed • Final selection of six policy research areas

  13. Policy research priorities • Develop a national strategy to integrate immigrants into the labour market • Develop strategies for regional development that are holistic and incentive-based rather than punitive • Promote the role of internationally-educated professionals in society

Policy research priorities • Promote the business role of internationally-educated professionals in creating innovation and providing links to global markets • Develop an analysis of the role of regulatory bodies and develop mechanisms for transparent accountability • Define equity in labour market integration from an immigrant perspective

  15. What’s been done to date • Initiative began in October 2002 • Roundtable began meeting in January 2003 • Priority setting from January – May 2003 • Environmental scan produced – May 2003 • Relationships developed with government • Policy input with politicians and civil service
