Plans for post-census revisions to population statistics David Thorogood Eurostat European Commission
Post-census revisions to population statistics • Many countries will revise annual population estimates based on the 2011 census • revisions to annual estimates during the intercensal period • as a new base for ongoing annual demographic estimates • check on the quality of the migration flows data • A valuable process but important to minimise difficulties caused by • breaks in data series • inconsistencies in published data – both national and European level
Eurostat proposals – revisions to population stock data supplied under demographic data collections • Any revisions should cover the whole intercensal period • breaks in series as far back as possible • Data will be released by Eurostat immediately they are received – and European aggregates recalculated • ensuring consistency with national publications • National-level population figures needed for demographic indicators • to be supplied by September 2013
Eurostat proposals - revisions to population stock data supplied under Regulation 862/2007 Population stocks by country of birth/citizenship • supplied by December 2013 • consistent with revised national population figures • levels of disaggregation as previously supplied to Eurostat
National plans for revisions • Most EU Member States will follow the Eurostat proposals • Ongoing discussions with a few Member States: • Timetable for revised data to be supplied • Length of the time series to be updated • Which tables to be covered • All Member States that will make revisions have agreed to ensure consistency between revised demographic statistics and the population stock data supplied under the migration statistics regulation
Revised data already received • Ten EU Member States have supplied revised data for 2011 and/or 2012 • Initial analysis: population revised downwards for most of these ten countries • Complete picture of the effect of revisions is not yet available
Post-census revisions to migration flow data series • Extent of necessary revisions to the population stock figures can be seen as an indicator of the effectiveness of the systems for measuring migration flows • National plans differ regarding revisions to past data series on migration flows • Some countries postponing the decision until population stock revisions are completed and assessed • Possible focus on emigration
