Purpose of A-16 Supplemental Guidance Clarify the objectives outlined in OMB Circular A-16 (Circular A-16) and Executive Order (E.O.) 12906 Promote systematic portfolio management for Circular A-16 themes and associated data sets Improve ability to coordinate and collaborate on completion of Circular A-16 themes and associated data setsby Federal agenciesand their partners Develop a process to modify Circular A-16Appendix Ethemes and associated data sets to reflect the current business of Federal agenciesand their partners

Plan Schedule *Plan implementation is supported by Geospatial Platform tools still to be developed. The plan may be revised and updated to align with actual implementation solutions as they are developed. Items in yellow are complete
Plan Overview • The NGAM Plan outlines the approach for instituting the portfolio management process as outlined in OMB Circular A–16 Supplemental Guidance (2010). • Most of the plan will serve as the implementation plan for Goal 2 of the 2014-2016 NSDI Strategic Plan. • The FGDC Steering Committee will oversee the implementation process and monitor progress. • Outcomes: • A robust and accessible set of core geospatial datasets, called National Geospatial Data Assets (NGDAs), which will improve mission support for Federal agencies, their partners and stakeholders. • Opportunities for collaborative investments through partnerships to leverage resources, avoid duplication and enhance return on investments
Plan Overview cont. • Actions derived from goals and objectives from key documents, developed with extensive input from representatives from Federal agencies and a wide array of geospatial stakeholders: • OMB Circular A–16, Supplemental Guidance, November 10, 2010 • NSDI Strategic Plan: 2014—2016, December 2013 • Outlines a 3-year phased approach • Includes actions that have/are occurring to establish a framework • e.g. identifying Theme leads, registering data services, andestablishing Theme communities on the Geospatial Platform • Includes actions for implementing and sustaining an annual process
Alignment with Other Policies • Agencies to ensure compliance with associated policies and reporting directives • Should be included in, and align with, the Agencies’ business practices and execution For Example • Open Data Policy M-13-13 • Open Government • Digital Strategy for the 21st Century
Primary Comment Topics • Common threads: • Timelines (resource availability/due dates) • Dataset and Theme Maturity Baseline Assessment (when available for review/completion) • Connections with Agency Budget Processes (ensure clear link with Portfolio Management process and individual agency budget processes) • Do not create unnecessary reporting mechanisms (leverage existing efforts)
Ex Com Meeting, 1/28/14 • Suggested slight modifications to the organization of the document within the existing framework of the Plan; • Suggested changes included: • Revising the wording for the two main sections of the document and clarifying some content • Condensing some areas; moving some of the actions; and reworking the Priority Setting/Budget Process section to better enable the portfolio management process • A few members of the ExCom met to discuss additional geospatial investments more broadly and the connections with the Plan. • OMB suggested including language addressing related geospatial investments other than data
A-16 Theme Lead Collaboration Communities • Developing 16 community storefronts • Implementing login protected collaboration areas • Focused on theme/dataset coordination/development • Provide best practices, links to standards, blogs, document libraries, etc.
Next Steps • Steering Committee approved Plan • Summited Plan to GAO • Implementation of plan actions • Continue to advance actions already in progress • Coordinate action execution, identify action leads • Work with support contractors to collect requirements and implement supporting tools on the Geospatial Platform

Summary Recommendation: Charter relationship between HIFLD & FGDC • Strengthens coordination between Operators & Data Providers • Expands FGDC interactions with DOD\IC\HLS\LE communities • Facilitates availability of common operating data across the national community • Complements and Enhances FGDC contributions to NSDI • HIFLD includes data requirements not covered under A-16 • Formalizes HIFLD Governance and demonstrates strategic level coordination • Promotes national efficiencies for geospatial data sharing (at all operating levels) • Bolsters national geospatial support for PPD 8, 21, information sharing, and digital government
