Trauma Facts • Injuries remain a leading cause of death in Kansas • Major public health problem • MVC and firearms account for over half of all injury deaths • Average of 4 people a day die in Kansas from trauma
What is a Trauma System?Definition • ….an organized, coordinated approach to facilitating & coordinating a multi-disciplinary system response to injured patients • Seamless transition between each phase of care • Involves public & private partnerships
What Is A Trauma System? Characteristics • Regionalized, making efficient use of facilities/resources • Based on unique requirements of the population • Emphasizes prevention as part of community health • Ability to expand to meet the medical needs of the community from man-made or natural disaster
Continuum of Care: • Injury Prevention • EMS field • Surgical • ICU/ In-Patient • Mental Health • Social Services • Primary Care • Rehabilitation
Kansas Milestones in Trauma: • 1993: KDHE Injury Program funded • 1994: NHTSA assessment done in KS • 1995: Partnership formed; KDHE, KHA, KMS & EMS • 1995: KHF provides funding for trauma plan • 1996-97: Kansas EMS/Trauma Plan written
Kansas Milestones in Trauma: • 1999: Legislation passed authorizing development of a state trauma system • 2000: Members appointed to the State Advisory Committee on Trauma “ACT” • 2001: Kansas Trauma Plan is presented to the legislature
Kansas Trauma System: 2002 • Trauma Registry- data collection • Trauma Education • Regional Trauma Councils
Plans for 2003: • Trauma Registry: • Continued training/education on registry software • All hospitals reporting data 2/04 • Trauma Education: • Increase number of trauma education classes • Regional Trauma Councils: • Address local issues • Identify resources/needs within region
Trauma Registry: • Trauma Registry software & training provided free to hospitals • First download of data to state registry: 2/03 • All hospitals to be reporting data by 2/04 • Data Dictionary Published • Registry subcommittee formed 3/03 • Sherry Davis, Coordinator
Trauma Education: • Contract with the “Consortium for Improvement of Trauma Education” • ATLS, PHTLS, TNCC classes subsidized • 201 Health care professionals trained in 2002 • Kay Swietek, Coordinator • 785-233-7436 • Kswietek@kha-net.org
Regional Trauma Councils: • 6 regional trauma councils established • Kendra Tinsley, Regional Trauma Council Coordinator hired 8/02 • Priorities have been to establish: • Subcommittees • Bylaws • Assessment of regional needs
Current Status: other • Kansas awarded EMS/Trauma System Grant • Statewide needs assessment survey for emergency medical dispatch • Survey to be distributed in May, 2003 • Regional reports will be developed
Regional Trauma Councils: • Fundamental Questions • What are the causes of trauma & how can they be prevented? • Is the region’s trauma system readily accessible? • Is the system efficient & effective? • What is needed to improve the system?
Advisory Committee on Trauma: • 24 member committee representing both urban & rural areas • Appointed by the Governor • Advise KDHE on development & implementation of a trauma system • Meet at least 4 times/ year
