Northern Periphery & Arctic Programme 2014-2020 Kirsti Mijnhijmer, NPP Secretariat NORDMIN workshop, 4th September 2014, Copenhagen
Basic facts • European Territorial Cooperation = INTERREG • Transnational: 9 programme partner countries • Regional development: people’s programme • Tangible outputs: all projects need to develop products/services • Budget: 56 million EUR + match funding (35-50%)
New in the 2014-2020 period • European Commission requirements: • Thematic concentration: 11 themes based on EU2020 • Change: a measurable impact on the programme area • Reducing administrative burden • Larger budget: approximately +25% • More explicit focus on Arctic dimension • Private partner involvement (SMEs)
Challenges and Opportunities Peripherality & Low population density Natural resources & Versatile Business sector Globalisation Climate change Green Economy Rising demand and prices for minerals, bio mass, food etc. at world market Innovation capacity & place based competences • Lack of critical mass • Weak access to key markets • Little external orientation of SMEs • Little economic diversity • Shrinking rural communities • Ageing/gender imbalance
Actions relevant to mining • Priority 1: innovation and R&D transfer to SMEs e.g. new technologies adapted to conditions in the programme area or cleantech • Priority 2: SME entrepeneurship e.g. local businesses that can capture spinoffs from mega projects by specialising/upscaling/clustering
Actions relevant to mining • Priority 3: energy efficiency and renewables in housing/public infrastructures e.g. using geothermal heat from mines • Priority 4: sustainable environmental management e.g. mitigating damage to natural and cultural heritage, using natural resources as an asset for sustainable growth, capacity building of local authorities to handle mega projects in their community
