Introduction (1) • One of the main objectives of the Europe 2020 Strategy is to increase the amount of R&D investments to 3% of the GDP, mainly by improving private sector’s R&D investments • The support of R&D investments is emphasised in the Position Paper sent to Hungary • The importance of R&D investments is further underlined by parallel European Union initiatives (e.g. Horizon 2020)

Introduction (2) • Priority 1 consists of altogether 16 application schemes / components • 71% of commitment concentrates on 3 schemes • 1.1.1 Market oriented R&D activity • 1.3.1/A Enterprise innovation • 1.3.1/C Utilizing the results of innovations for SMEs Distribution of funds (total: HUF 328,3 Bill.) Amendments to the scheme • The initial target group and supported activities were linked based on the priority objectives • The amendments of 2011 and 2012 reflected the change in the strategic environment and intended to decrease the high absorption risk • The priority opened to new eligible activities and target groups in 2011 and 2012

ELI major project • The high energy laser development of the ELI (Extreme Light Infrastructure) is one of the European Research Infrastructures with global impact (ESFRI project) • The 61 billion HUF project is carried out in two phases: The first phase amounting to 37 billion HUF is realised during the 2007-2013 period • The realisation and closure of the ELI project’s first phase is essential for the desired priority absorption ratio

Key conclusions and recommendations • The realisation of the ELI project is crucial for the priority’s desired absoption ratio for the 2007-2013 period • Realignment of governmental initiatives supporting R&D in order to avoid parallel funding (mapping of funding opportunities) • Further subsidisation of the target group as defined in 2007, complemented by the pursuit of cooperation between large enterprises and SMEs and the involvement of financial instruments in certain areas

Key conclusions and recommendations • Further subsidisation of R&D activity both in narrow and broad terms, in separate application schemes • Closer alignment of calls for proposals with programme objectives: • Complex subsidisation schemes along development steps • Simplified procedures along development steps • Opportunity for beneficiaries to involve professional management • Elimination of beneficiary obligations relating to revenue and workforce
