TRLIA Levee Work by Phase • Phase 1 (red): Yuba • Phase 2 (green): Yuba, Western Pacific Interceptor Canal, and Bear • Phase 3 (purple): Bear Setback • Phase 4 (blue): Yuba, and Feather River
Feather River Project • Goal 200 Year Flood Protection • FEMA Accreditation • Approx. 13 miles • Alternatives Cost Range $103 million to $188 million • Completion by the end of 2008 – to achieve must: • Start design & Apply for permits very soon Segment 3 Segment 2 Segment 1
Purpose of Proposed Project • Secure 200 year flood protection • Obtain FEMA accreditation • Avoid increasing downstream flow and stage during peak-flow conditions • Achieve these objectives ASAP • Incorporate environmental mitigation as required
TRLIA Decision • Recommended Action: TRLIA Board should take testimony during public hearing, consider the testimony, and then adopt the attached Resolution which: • certifies the Final Environmental Impact Report, • adopts findings, • approves mitigation measures, • approves the mitigation monitoring program, and • approves Alternative 2, the Setback Levee, as the TRLIA project for improvements to the Feather River levee.
Final Environmental Impact Report (FEIR) • EIR considered four alternatives – (Feather levee divided into three segments) • No project • Alternative 1: All three segments Strengthened-In-Place • Alternative 2: Segments 1 & 3 Strengthened-In-Place with Segment 2 setback – approximately 1600 acres acquired • Alternative 3: Same as Alternative 2, except smaller area acquired: approximately 1300 acres • EIR Schedule • Draft EIR released for public review on August 4, 2006 • 45 day public review; five comment letters • Final EIR available to public November 2, 2006 • Final EIR Certified:
Final Environmental Impact Report (FEIR) • Resolution Approval: • Certifies the Final EIR • Approves Alternative 2 (Setback Levee) as the selected Alternative • Adopts all mitigation measures listed in the Findings and in Exhibit A • Adopts the Mitigation Monitoring Program in Exhibit B • Adopts all findings in their entirety • Adopts statement of overriding considerations
Setback Benefits • Best cost effective solution • Superior flood protection for south Yuba County • New levee/better foundation • Regional flood protection benefits for south Yuba County and surrounding Communities • Widens flood way and lowers water surface levels (1.5 ft for Marysville and Yuba City) • No downstream impacts due to regulated flows • Creates up to 1550 acres of habitat for restoration or mitigation banking
Setback Highlights • Supported by Yuba County Board of Supervisors, YCWA, Sutter County, LD1, and SAFCA • Supported by State Department of Water Resources Senior Management • Planned to be funded by a combination of Local and State Funding • Prop 1E funding request submitted to DWR • Meets all proposed State draft criteria for Prop 1E funding • Design, permit applications, and real estate actions will start by the end of February to achieve 2008 completion
