Presentation to Blair – Dec 10th • Glorietta Bay Background • CYC Proposal • Pierhead Line / Federal Law • Public Trust Doctrine • Coastal Act
The basic question… As a member of the City Staff, what should YOU know about Glorietta Bay?
Outline • Glorietta Bay Heritage • Really “Coronado’s Heritage” • The center of Coronado activity until WWII • Public Access Today • Progressively degraded over the last 50 years • Relevant Laws and Guidance • Federal and State • Recommendations For the Future…
IMPORTANT ! “Public Access” Definition • Access to the water from the shoreline • “Visual” access—preserving views • “Physical” access—to and into the water • Access to the water from the water • Requires limiting “Impacts to Navigation” • Understanding laws related to the “Pierhead Line”
1. Glorietta Bay Heritage- the center of Coronado activity before World War II -
Hotel del Coronado - 1888 (nearing completion)
2. Public Access Today- progressively degraded over the last 50 years -
Public Access Today All the way around the perimeter: • from the Golf Course property: • shoreline access very difficult / impossible • from the City of Coronado property: • long concrete wall prevents water access • from the Coronado Yacht Club leasehold: • perimeter entirely fenced • “Private Club” & “No Trespassing” signs
Shoreline 100% Choked No convenient access to the golf course shoreline. No public shoreline access at the Yacht Club. Long concrete wall blocks water access from City of Coronado property.
In the context of SD Bay as a whole A5 is still the #1 preferred “destination” for local boaters. The only natural “bay within the bay”
